EDRP Eligibility:
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility criteria in accordance with VHA policy and submit your EDRP application within four months of appointment. Program approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Basic Requirements
Citizenship:
Be a citizen of the United States. Non‑citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g of this part.
Education:
Have a master’s degree in social work from a CSWE‑accredited school of social work. Graduates from schools in candidacy status do not meet this requirement until full accreditation is achieved. A doctoral degree is not a substitute for the master’s degree.
Licensure:
Persons hired in the GS‑0185 series must be licensed or certified by a state to practice social work at the master’s level. Current state requirements can be verified at http://vaww.va.gov/OHRM/T38Hybrid/.
Grandfathering Provision:
Employees who were already employed in this occupation on the effective date of this standard are considered to have met all qualification requirements. Employees who do not meet all basic requirements but were qualified at the time of appointment may be reassigned or promoted up to the full performance level but not beyond or to supervisory positions.
Exception (GS‑9 only):
VHA may waive the licensure requirement for applicants who are otherwise qualified, pending completion of state prerequisites. VHA will provide written requirements for licensure or certification at appointment.

English Language Proficiency:
Candidates must be proficient in spoken and written English.
Grade Determinations Social Worker, GS‑9
No experience beyond the basic requirements.
Demonstrated Knowledge, Skills, and Abilities:
Utilize a Veterans‑centric approach in interventions and counseling.
Assess psychosocial functioning and needs of Veterans and their families; formulate and implement treatment plans.
Implement treatment modalities with individuals, families, and groups.
Establish and maintain effective working relationships and communicate with clients, staff, and community agencies.
Fundamental knowledge of medical and mental health diagnoses, disabilities, treatment procedures, medications, and medical terminology.
Social Worker, GS‑11
Experience and Licensure:
Minimum one year of post‑MSW experience equivalent to the GS‑9 level in health care or related settings and licensure or certification at the independent practice level. OR a doctoral degree can substitute for the required experience.
Demonstrated Knowledge, Skills, and Abilities:
Knowledge of community resources and referral coordination.
Skill in independently conducting psychosocial assessments and interventions for diverse populations.
Knowledge of medical and mental health diagnoses and related treatment procedures for use in treatment planning.
Skill in implementing various treatment modalities with individuals, families, and groups to achieve clinical goals.
Ability to provide consultation services to new social workers, graduate students, and staff regarding psychosocial needs and impact on health care compliance.
Must have a valid Driver License.
Preferred Experience:
Community case‑management mental health setting; experience working with chronically homeless Veterans.
