Job Responsibilities Strategic Growth & Marketing Positioning:
Build, promote, and strategically expand the company’s footprint through existing contract vehicles—including BPAs, IDIQs, GWACs, and agency-specific acquisition pathways.
Gather competitive intelligence, customer insights, and agency trends to proactively position the company for upcoming opportunities.
Identify priority growth areas within target federal agencies and translate insights into actionable capture and investment strategies.
Lead long-term strategic planning to strengthen the company’s position across new and existing markets.
Business Development, Capture & Proposal Leadership:
Drive full lifecycle capture activities, including opportunity qualification, solution alignment, teaming strategy, pricing input, and win theme development.
Develop high quality, compliant and compelling proposals in response to RFIs, RFPs, and task order competitions.
Build and manage a strong pipeline across federal agencies, ensuring alignment with corporate growth goals.
Strengthen the organization’s ability to leverage existing BPAs and vehicles by maximizing task order submissions and expanding customer reach.
Customer Engagement & Relationship Expansion:
Build and maintain trusted relationships with federal clients, program stakeholders, contracting officers, and strategic partners.
Increase awareness of company capabilities within customer organizations through targeted outreach, capability briefings, and agency engagement events.
Serve as a senior representative at industry forums, conferences, and government engagements.
Operational Oversight & Governance:
Provide oversight, guidance, and governance to existing teams supporting federal customers to ensure high performance and alignment with customer mission needs.
Identify and address risks, delivery challenges, and organizational gaps to strengthen customer satisfaction and contract execution.
Partner with delivery and operations leaders to ensure program performance informs strategic growth efforts.
Internal Leadership & Collaboration:
Collaborate closely with product, engineering, and delivery leaders to align capability development with evolving customer needs.
Establish and manage growth KPIs, reporting mechanisms, and forecasting tools to inform executive decision making.
Coach, mentor, and support business development and capture teams to increase organizational effectiveness.
Required Skills

Full lifecycle federal capture and proposal leadership
Strong competitive intelligence and opportunity qualification capabilities
Deep knowledge of federal acquisition processes (BPAs, IDIQs, GWACs, task orders)
Pipeline development, management, and forecasting proficiency
Executive-level communication and stakeholder engagement skills
Cross-functional leadership and collaboration across technical and delivery teams
Risk identification and mitigation within federal program environments
Experience/Qualifications
Minimum 20 years of professional experience supporting or working with the U.S. Federal Government contracts
Demonstrated success leading federal business development and capture efforts resulting in contract awards
Established relationships within federal agencies, contracting offices, and industry partners
Experience developing and executing long-term strategic growth initiatives
Proven track record of managing and expanding federal contract vehicles
Experience mentoring and leading business development or capture teams
Education
Position requires a BS/BA degree OR a Master's degree in Business, Management, Public Policy, or similar discipline from an accredited university.
