Human Resources Specialist

The HR Specialist & Recruiter supports the full employee lifecycle, with a strong

focus on talent acquisition, onboarding, employee support, compliance, and

workforce readiness. This role manages end-to-end recruiting activities,

coordinates new hire onboarding and oversees background verification

processes for both new employees and annual rescreening requirements. The

HR Specialist and Recruiter ensures a consistent, positive experience for

candidates and employees while maintaining organizational compliance with

federal, state, and industry regulations.

Key Responsibilities Recruitment

Manage full-cycle recruiting: job postings, screenings, interviews, and hiring recommendations.

Maintain and update job descriptions and job postings.

Build relationships with community partners, schools, career fairs, and workforce programs to support recruitment pipelines.

Compile and distribute various weekly and monthly reports.

Hiring and Onboarding

Prepare and send offer letters, new-hire packets, and onboarding communications.

Assist with new employee orientation, ensuring all required documentation is completed.

Facilitate a smooth onboarding experience that reinforces organizational culture, expectations, and compliance requirements.

Set up employee profiles in HRIS systems and ensure accurate record entry.

Background Verification

Conduct and manage all pre-employment background verifications, including but not limited to:

Criminal history

Motor vehicle report (MVR)

Adult/child protective services registry

Employment and reference verification

Any role-specific screenings required by law or agency policy.

Maintain background verification documentation in accordance with regulatory and privacy requirements.

Complete annual background verifications.

Drug and Alcohol Program Administration

Schedule pre-employment, drug, and alcohol testing.

Coordinate and manage the random drug screening program, including selection notices, scheduling, and secure documentation.

Work directly with testing vendors to ensure accurate and timely results.

Ensure compliance with organizational policies and applicable regulations (e.g., DOT, state guidelines).

Qualifications

Bachelor’s degree in Human Resources, Business Administration, or related

3+ years of HR experience, preferably in a nonprofit or mission-driven setting

HR certification (PHR, SHRM-CP) is a plus.

Knowledge of ADA, FMLA, and other employment laws.

Strong interpersonal and communication skills.

Ability to manage multiple priorities and deadlines.

Strong critical thinking skills and attention to detail.
