Job Description
PRIMARY PURPOSE:
Responsible for the overall management of the Department of Technology (DOT) and strategic planning of technology systems district-wide. Provide expertise and direction in the development, deployment, and effective utilization of information technology. Plan, implement, and oversee multiple Information System (IS) projects by providing skillful computer programming and application designs for student and business management functions. Supervise and direct the operation of the district’s Data Processing, PEIMS, Audio Visual, Telecommunications, and Network Support Services.
QUALIFICATIONS:
Education/Certification:
Bachelor’s Degree in Computer Science or related field, required
Master’s degree in Business or Computer-related field, preferred
Certified Education Technology Leader, preferred
Special Knowledge/Skills:
Strong working knowledge of computer hardware, software applications, networking environments,
Demonstrated knowledge of telecommunication systems, programming languages, and network operations, Computer application technologies in instructional and administrative settings
Strong organizational, communication (written/verbal), leadership, and supervisory skills;
Working knowledge of budgetary process
Ability to utilize effective interpersonal skills and work both independently and in a team environment
Ability to develop and enforce policy and procedures, and interpret data
Experience:
Five (5) years’ experience in administrative technology directing applications, systems, databases, technical services, computer programming, system design, hardware, software, networking, & telecommunications

Daily Rate pay range:
Minimum: $ 455.10
Maximum: $634.96
Note:Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Analyze complex business needs presented by schools and administrative departments and develop and implement technical solutions. Explain technology solutions to senior management through presentation and advocacy.
- Develop and implement a continuing evaluation and assessment of the district’s staff and student technology infrastructure and apply improvements based on findings.
- Oversee the development and implementation of district standards and specifications for hardware, software, and network infrastructure for staff and student technology.
- Develop, implement, and maintain systems of internal controls, emergency and backup procedures, proper licensing, system upgrades, security risk assessment, business continuity, disaster recovery plans to ensure integrity of information, security of databases, and internal network access control.
- Oversee support between the Department of Technology and district staff, including programming, application support, and end-user support.
- Provides leadership, training, and technical expertise to administrators and other district personnel in the planning, implementation, and evaluation of effective technology.
- Oversee the coordination of the development and implementation of a comprehensive professional development plan for all Department of Technology staff.
- Oversee the development and evaluation of training options and/or improvement plans to ensure the best operation in the area of data processing, telecommunications and networking.
- Plan, recommend and conduct needs assessment for growth and improvement of the district administrative computing services.
- Ensure that computer systems and applications are maintained and upgraded as necessary.
- Research and develop written specifications and provide guidance in the acquisition and maintenance of computer hardware and/or software.
- Develop automated solutions for the various district departments to increase productivity.
- Document computer programs and system operations procedures according to installation standards. Ensure that computer systems and applications are maintained and upgraded in a timely manner.
- Oversee district replacement schedules for hardware and software technology.
- Guide systems development and implementation activities, acting as a project manager.
- Analyze and learn unfamiliar job functions to determine the feasibility of automation.
- Oversee the standards, design, and implementation of the district’s local and wide area networks.
- Serves as liaison to local, state and federal entities which provide technological equipment and support.
- Administer the District’s telecommunications system including service and support for telephones, voicemail, in-bound and out-bound dialing systems and physical installation of telephone equipment.
- Implement the policies established by federal and state law, State Board of Education rule, and local board policy in information management and technology.
- Ensures compilation, maintenance, and filing of all reports, records, and other required documents.
- Submit a progress report to the superintendent on a quarterly basis to include enhancements regarding the technology department.
- Develop and administer the Department of Technology budget based upon program needs and ensure that operations are cost-effective, and funds are managed wisely.
- Manage the purchase of all computer hardware, software, and supplies, initiate purchase orders and bids in accordance with budgetary limitations and district policies.
- Administer effective application, budget, cost-effective implementation and inventory of the E-rate programs.
- Oversee the submission of data to the various government agencies is filed within reporting guidelines.
- Coordinates with the Instructional Services team to support the development and implementation of instructional technology programs.
- Coordinates with the District grant writer to access any state or federal grant opportunities that might be available to support district technology initiatives.
- Support the District’s student management policies and expected student behavior related to computer services. Provide guidance and assistance to campuses regarding student management applications.
- Assistance and guidance for the development of Student Technology.
- Provide technical guidance to all employees.
- Develop professional skills appropriate to job assignment; serve as member of different Users’ Committees.
- Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all District staff.
- Follow McAllen ISD customer service standards.
- Perform other duties assigned by immediate supervisor (primary evaluator).
