As a Senior Purchasing Manager for Life Sciences North America, you will be responsible for managing the activities of Purchasing Managers and teams of Procurement Professionals on Mega-Projects (Projects with a Total Installed Cost of $1B+). The Senior Purchasing Manager is accountable for all purchasing and expediting activities on a project.

The Senior Purchasing Manager has extensive knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion, serves as an expert. They understand the role of procurement and its integration with other project functions, accomplishes value-added expectations, and performs assignments in accordance with established policies and procedures.
The Senior Purchasing Manager reports directly to the Manager of Procurement Services (MOPS) for the office which they are assigned. While supporting Jacobs’ Projects, the Senior Purchasing Manager will report indirectly to the assigned Project Procurement Manager (PPM) or Project Manager.

Some responsibilities will include:
As a Purchasing Lead, develop upfront Procurement planning activities such as the Purchasing section of the Supply Management Execution Plan (SMEP), establishing Purchasing Strategies, and developing project-specific templates, reports and tools
As a Purchasing Lead, manage the activities of a small to mid-sized team of buyers, expeditors and other supporting procurement functions. This typically includes, establishing package assignments and priorities, eliminating obstacles, managing the interface with Jacobs and Client management, providing on-the-job training, and offering support and guidance.
As Purchasing Lead, use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s Purchasing efforts
Purchasing assignments typically will consist of major purchases of complex, critical or high-risk materials and equipment
Qualifications
Bachelor’s degree in a business, construction, supply chain, or operations management, or equivalent years of experience in lieu of degree.
15+ years of experience in capital equipment purchasing.
10+ years of experience in Biopharmaceutical/Life Science Manufacturing Projects preferred
Experience with managing the procurement process, including planning, development of bidder lists, qualifies bidders, prepares requests for quotation, and conducts bid evaluations
Experience with preparing proposal deliverables, such as pricing of materials, execution approach narratives, and labor hour estimates
Travel - Anticipated travel 10-25% of the time
Experience using MS Office tools, including intermediate to advanced MS Excel skills.
Demonstrated experience leading and mentoring teams of Procurement professionals
Excellent communication and interpersonal skills
Strong problem-solving and organizational skills
A drive to solve complex and challenging problems

The base salary range for this position is $143,500.00 to $245,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
