Position Overview This is a Direct Hire Authority (DHA) solicitation utilizing one of the Mission Support specific DHAs to recruit and appoint qualified candidates to positions in competitive service. The U.S. Army Engineer Research and Development Center (ERDC) is one of the premier engineering and scientific research organizations in the world. Strategic Planning & Advisory
Serve as the expert strategic advisor on all communications matters, providing analysis and guidance on organizational practices, key leader engagements, and technical information exchange.
Lead the development and execution of the laboratory's strategic communications plan to increase stakeholder buy-in and support for high-impact projects.
Chair the GRL Communication Advisory Group and act as the lab's Knowledge Management Representative (KMR) to ERDC and USACE.
Content & Platform Management
Lead the development and production of a wide range of communication and marketing products, including video, printed materials, digital media, and targeted messaging.
Oversee all program content for the lab's website, intranet, and other public-facing products, ensuring it is current, relevant, and effectively formatted for customers and the public.
Work closely with researchers and program managers to prepare, research, analyze, and edit compelling graphics and presentations that ensure consistent messaging.
External Relations & Protocol
Serve as the primary liaison between GRL and the ERDC Corporate Communications Office (COO), Public Affairs Office (PAO), Office of Research and Technology Transfer (ORTT), Corps of Engineers leadership, private industry, and academia.
Act as the protocol lead for GRL, overseeing the scheduling, security clearances, and coordination for all visitors to the laboratory.
Develop and synthesize materials for senior lab leadership to use in outreach opportunities, increasing the broader understanding of GRL and ERDC missions.

Specialized Experience:
One year of specialized experience which includes leading the production of various marketing products to include printed and digital media materials, collaborating with researchers and program managers to prepare, research, analyze, and edit graphics and presentations to ensure consistent messaging, and delivering strategic communications plans to increase stakeholder buy-in and support for high-impact projects.
Must meet suitability for Federal employment.
All positions require the applicant to be a citizen of the United States.

Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.
This position requires a pre-employment drug test and is subject to random drug testing.

Appointment to this position is subject to a probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
This position requires approximately 10% of temporary duty travel.
