Financial Management Analyst GS-0501-09/11

Introduction:

You will perform as a Financial Management Analyst (Customer Service Representative). The position functions under the general direction of the Chief Administrative Officer of the Hydrologic Engineering Center, Institute for Water Resources (IWR), US Army Corps of Engineers. Serves as a Financial Management Analyst and as such, is responsible for accomplishing the management and administrative control of automated financial and accounting reports for multiple operating programs with a variety of requirements and features of difficulty. Work requires a thorough knowledge of the systems, techniques, internal controls, and underlying concepts of customer service representative and payroll functions, the Government Travel Card program, and financial management. Work also requires daily exercise of high-level, independent, experienced judgment, and includes the performance of major duties and responsibilities essential to the uninterrupted accomplishment of HEC mission/objectives. Incumbent independently coordinates and manages a variety of responsibilities, functions, and internal administrative programs, and controls the flow of a variety of internal and outgoing actions for HEC.

APPLICABILITY/AREA OF CONSIDERATION: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Qualifications

Experience Requirement: GS-11: I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: Conducting day-to-day examination of various financial reports to ensure accurate data input while performing financial reconciliations and maintaining interface with financial management systems such as CEFMS; Serving as an Agency Program Coordinator (APC) for a Government Travel Card program by monitoring delinquency reports, investigating card misuse, and ensuring compliance with regulations and contractual agreements; Serving as a Customer Service Representative for all travel-related actions which may include travel orders, vouchers, purchase requests, and/or training requests in support of an organization's financial management program.

I have a Ph.D. or equivalent doctoral degree

I have 3 full years of progressively higher level graduate education leading to such a degree

GS-09: I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: Assisting with the examination of financial reports to ensure accurate data input and performing financial reconciliations using financial management systems such as CEFMS. Supporting the administration of a Government Travel Card program by monitoring reports, resolving discrepancies, and ensuring compliance with applicable regulations. Assisting with travel-related actions, including preparing travel orders, vouchers, and purchase requests, and coordinating training logistics and funding requests. Preparing financial reports and statistical data for analysis and providing recommendations to management based on findings.

I have a master's or equivalent graduate degree

I have 2 full years of progressively higher level graduate education leading to such a degree

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07/09). This position allows you to substitute education for the required specialized experience.

One-year probationary period may be required.

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.

This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Other Requirements

Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

You will be required to provide proof of U.S. Citizenship.

This position is Exempt from the Fair Labor Standards Act.

Salary includes applicable locality pay or Local Market Supplement.

Payment of Permanent Change of Station (PCS) costs may be authorized.
