THE POSITION

The Program Director will serve as a senior delivery lead supporting Department of Justice (DOJ) and Department of Homeland Security (DHS) program offices and mission stakeholders. This role works closely with component CIO organizations, mission program offices, and technical stakeholders to ensure programs align with enterprise IT modernization, cybersecurity, and mission system priorities. The Director will support customers in implementing secure IT solutions, cybersecurity frameworks, cloud modernization initiatives, and enterprise IT services, while coordinating with internal teams and industry partners to deliver scalable, mission‑focused technology solutions that support law enforcement and homeland security missions.

  • Provide leadership and operational oversight for a portfolio of DOJ and DHS programs supporting enterprise IT, cybersecurity, digital modernization, and mission systems.
  • Lead Program Managers, Task Leads, and cross‑functional teams delivering services across DOJ bureaus and DHS operational components, including organizations such as FBI, EOUSA, JMD, OJP, DEA, ATF, CISA, CBP, ICE, TSA, and USCIS.
  • Ensure disciplined execution across the portfolio, maintaining compliance with cost, schedule, performance, security, and contractual requirements.
  • Oversee delivery of complex federal programs supporting law enforcement operations, homeland security missions, enterprise IT operations, and cybersecurity initiatives.
  • Track performance metrics, CPAR inputs, and contract deliverables; identify risks and develop mitigation strategies to ensure consistent program success.
  • Support resource allocation decisions including staffing plans, workforce development, and budget execution across assigned programs.
  • Partner with corporate leadership and finance teams to monitor program performance, improve forecast accuracy, and support financial planning activities.

Business Development & Growth Support

  • Support business development and capture activities to drive organic growth and successful recompetes across DOJ and DHS programs.
  • Identify opportunities for on‑contract growth, capability expansion, and new program support aligned with customer mission priorities.
  • Participate in capture management activities including customer engagement, solution development, and proposal support for new and recompete opportunities.
  • Maintain strong awareness of DOJ and DHS acquisition priorities, program initiatives, and contract vehicles.
  • Build and maintain trusted relationships with program offices, contracting officers, and mission stakeholders across DOJ and DHS components.

DOJ & DHS Customer Engagement

  • Serve as a senior delivery lead supporting DOJ and DHS program offices and mission stakeholders.
  • Work closely with component CIO organizations, mission program offices, and technical stakeholders to ensure programs align with enterprise IT modernization, cybersecurity, and mission system priorities.
  • Support customers in implementing secure IT solutions, cybersecurity frameworks, cloud modernization, and enterprise IT services.

People & Organizational Leadership

  • Lead and mentor geographically distributed teams supporting DOJ and DHS programs nationwide.
  • Foster a culture of accountability, collaboration, and professional development.
  • Establish consistent program governance, delivery processes, and operational best practices across assigned programs.
  • Mentor Program Managers and Task Leads to strengthen delivery capabilities and leadership development.

Strategy & Execution

  • Support corporate leadership in executing growth strategies across DOJ and DHS markets.
  • Align program execution with organizational priorities and customer mission needs.
  • Monitor market trends, customer priorities, and emerging technologies relevant to law enforcement, cybersecurity, and enterprise IT services.

Requirements

What You’ll Need to Join Our Team

  • Clearance: Must possess and maintain an active Secret clearance.
  • 10+ years supporting or leading federal civilian, law enforcement, or homeland security programs.
  • 3–5+ years managing programs or portfolios with annual revenues of $5M–$15M or greater.
  • Strong experience in program management, staffing, budgeting, and resource planning within federal mission environments.
  • Demonstrated experience supporting DOJ or DHS programs, or similar federal civilian agencies.
  • Experience supporting business development, capture management, or proposal efforts within federal markets.
  • Background delivering enterprise IT, cybersecurity, cloud, or mission systems programs within government environments.
