General Description Conduct entry‑level routine compliance analysis work in the Dealer Compliance Services section of the Enforcement Division. The role involves contacting dealers, performing compliance reviews, and ensuring conformity with Texas laws, rules, and regulations related to vehicle title and registration operations. Work includes risk‑based analysis of trends, identification of fraud schemes, training, and providing recommendations to strengthen Department policies.
Essential Duties
Perform compliance reviews of motor vehicle dealers using desk and on‑site methods.
Tally inventory and evaluate the security of motor vehicle license plates at dealer and county tax assessor‑collector locations.
Examine dealer premises for adherence to established rules and regulations.
Conduct statistical data sampling to identify compliance issues and potential fraud schemes.
Identify training opportunities and refer issues to appropriate management.
Compile, review, and analyze transaction data to verify documentation aligns with Department policies.
Prepare and present written and/or oral reports on compliance issues for management and staff.
Develop and maintain contact/visit logs and productivity reports of compliance activities.
Document compliance review results through an electronic case management system.
Coordinate and conduct training with internal and external stakeholders, providing both in‑person and distance learning environments.
Act as Division liaison during active investigations to provide guidance and support to stakeholders.
Travel approximately 75% of the time; may include overnight and occasional weekend travel.
Attend work regularly and adhere to approved work hours in accordance with department policies.
Perform other job‑related duties as assigned.
Knowledge, Skills, and Abilities
Procedures and techniques for inventory control and management, performing physical counts and cycle counts.
Rules and regulations associated with motor vehicle dealer premise requirements.
Strong oral and written communication skills, including instruction and training.
Intermediate proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams).
Ability to organize, synthesize, and analyze complex inventory and title transaction data for trends.
Ability to train and guide others.
Qualifications
Education:
Graduation from high school or equivalent. Higher‑education degrees may substitute for experience on a year‑for‑year basis, up to a maximum of two (2) years, with major coursework in business, public administration, finance, accounting, statistical analysis, research methodology, criminal justice, criminology, or liberal arts.
Experience:
Four (4) years of experience in inventory, auditing, compliance analysis, monitoring, investigative work, legal analysis, data analysis, risk assessment or mitigation.
Preferred Experience:
Conducting investigations, auditing, compliance reviews or inventory inspections; interpreting motor vehicle title, registration, and/or financial reports; data analysis and statistical sampling; communicating and providing support to internal and external stakeholders (elected officials, law enforcement, government agencies); fraud detection and risk mitigation; proficiency in Microsoft Office.
Additional Information & Telecommuting Criteria Telecommuting employees must have adequate desk space in a dedicated, secured area that remains protected during business hours. The position requires frequent on‑site work at dealer locations; telework is expected to be balanced with on‑site visits. Employees must reside within one (1) hour of Camp Hubbard to use an assigned State vehicle. Commuting time to and from the TxDMV will not be compensated.
