
Human Resources Specialist - Recruitment & Employment

Overview
Facilitates the full-cycle recruitment and staffing of all agency positions with primary responsibility for managing the applicant tracking and hiring workflow, ensuring compliance with applicable employment laws and regulations, and serving as a key point of contact for hiring managers, applicants, and new employees throughout the hiring and onboarding process. Coordinates agency-wide human resources policies, programs, and processes and monitors effectiveness to further business objectives and legal requirements. Work is performed under general supervision and guided by well-established, specific agency policies and procedures, professional practices, and federal laws and regulations governing employee recruitment, selection, and human resource-related matters.
Duties And Responsibilities
Manages the agency's applicant tracking system (ATS) and hiring workflow to ensure processes are followed correctly, documentation is complete, and all activity remains compliant with EEO and applicable employment laws and regulations.
Partners closely with hiring managers throughout the recruitment process, advising on workflow requirements, process compliance, and best practices for candidate evaluation and selection.
Serves as a primary resource for applicants, employees, and supervisors navigating HR and hiring processes, responding to inquiries, and routing complex or sensitive matters to appropriate staff.
Completes the full new hire process from job offer through new employee orientation, maintaining communication with incoming employees throughout the onboarding process.
Identifies and implements effective methods for recruiting and attracting qualified candidates.
Prepares and maintains weekly HR reports and other recurring reports tracking recruitment activity and workforce data.
Represents the agency at career fairs, campus events, and other recruitment-related community outreach opportunities.
Maintains thorough knowledge of federal and state employment laws, EEO requirements, and related regulations, and ensures agency practices remain in compliance.
Assists the Human Resources Director with special projects, studies, and reports.
Serves as backup to other HR Team members.
Performs other related duties as assigned.
Knowledge, Skills, And Abilities Thorough knowledge of the principles, practices, and techniques of human resources management related to staff recruitment and selection; thorough knowledge of federal and state employment laws and the current legal issues including Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, Americans with Disabilities Act, Veterans Employment Opportunity Act, etc.; considerable knowledge of modern office practices and procedures; considerable knowledge of agency activities and of the terminology involved. Considerable knowledge of employee recruitment resources; ability to communicate effectively orally and in writing, make presentations and conduct training; ability to conduct effective interviews, observe, and assess obtained information; ability to establish and maintain effective working relationships with staff of the agency and other agencies and organizations; ability to function calmly in stressful situations; ability to operate a vehicle; ability to collect, compile and evaluate electronically sourced or other sourced statistical and financial data and prepare complex recommendations, proposals, reports, etc.
Required Typical Education, Training, And Work Experience
Bachelor's degree in Human Resources or related field, and/or equivalent Human Resources work experience.
Licenses and Certifications Valid VA Driver's License
Environmental and Physical Exposure Sedentary work. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and extensive reading.
