Position Summary The
Leasing & Delinquency Manager
is responsible for overseeing leasing performance, occupancy stabilization, and delinquency management across a portfolio of affordable housing communities. This role ensures that leasing goals are achieved, vacancy loss is minimized, and rent collections are maximized while maintaining full compliance with LIHTC, Project-Based Voucher (PBV)/Section 8, and other layered funding programs.
The Leasing & Delinquency Manager works closely with on-site teams, compliance staff, case management partners, and leadership to drive leasing velocity, manage applicant pipelines, enforce collections policies, and reduce delinquency. This position requires strong operational leadership, knowledge of affordable housing programs, and the ability to manage multiple properties and competing priorities.
Key Responsibilities Leasing Oversight & Occupancy Performance
Oversee leasing operations across assigned communities, including lease-ups and stabilized assets
Drive occupancy goals and ensure timely unit turnover and re-leasing
Monitor vacancy trends and implement strategies to reduce days vacant
Ensure strong applicant pipeline management, including maintaining backup files (2–3 ready files per unit type)
Collaborate with referral partners (e.g., housing authorities, supportive service providers) to maintain consistent applicant flow
Review leasing files for completeness and readiness prior to compliance submission
Delinquency & Collections Management
Oversee rent collections across the portfolio, including PBV, tenant portions, and non-subsidized rents
Monitor delinquency reports and ensure timely issuance of notices (3-Day Notices, Balance Due Notices, etc.)
Develop and implement strategies to reduce delinquency and improve cash flow
Ensure proper tracking of pending subsidy payments and follow-up with housing authorities as needed
Work with site teams and case management to address chronic non-payment and high‑risk residents
Ensure consistent enforcement of company policies regarding collections and lease compliance
Compliance & Regulatory Alignment
Ensure leasing and collections activities comply with LIHTC, HUD, PBV, and Fair Housing regulations
Coordinate closely with compliance teams to ensure files are processed accurately and timely
Maintain awareness of rent limits, income limits, and program requirements affecting leasing and collections
Ensure proper documentation of leasing, income qualification, and delinquency actions
File Review & Quality Control
Review applicant files prior to submission to compliance for accuracy and completeness
Ensure proper documentation of income, assets, and eligibility
Identify and correct deficiencies that may delay move‑ins or approvals
Ensure leasing files meet audit‑ready standards
Team Support & Training
Provide training and guidance to Community Managers, Assistant Managers, and Leasing Staff on:
Leasing best practices
Applicant processing and pipeline management
Delinquency management and collections procedures
Support site teams in resolving complex leasing or delinquency issues
Reinforce accountability, urgency, and performance expectations across teams
Coordination & Communication
Coordinate with Regional Managers, Compliance, and Case Management teams to align leasing and collections efforts
Communicate leasing performance, occupancy challenges, and delinquency risks to leadership
Work with external partners (housing authorities, service providers) to resolve leasing or payment issues
Reporting & Performance Tracking
Track and report on:
Occupancy rates
Leasing velocity (leases per month)
Vacancy days
Delinquency trends and balances
Maintain accurate leasing and delinquency reports for leadership review
Identify trends and implement proactive strategies to improve performance
Qualifications Required:
Minimum 3–5 years of experience in affordable housing property management, leasing, or operations
Strong knowledge of LIHTC and Project‑Based Section 8 (PBV)/HUD programs
Experience with leasing, applicant processing, and rent collections
Strong understanding of delinquency management and collections processes
Familiarity with Fair Housing laws and compliance requirements
Ability to manage multiple properties and deadlines in a fast‑paced environment
Proficiency in property management software (e.g., RealPage) and Microsoft Office
Preferred:
Experience with lease‑ups and occupancy stabilization
Experience with supportive housing (PSH), MHSA, HOME, or other layered programs
Experience working with housing authorities and service providers
Certifications such as COS, TCS, HCCP, or equivalent
