Position Summary The Leasing Agent is responsible for managing all leasing activities for an affordable housing community, ensuring full compliance with LIHTC, HUD, Project-Based Voucher (PBV), and other layered funding program requirements.

This position plays a critical role in maintaining occupancy goals, processing applicant files accurately, and providing excellent customer service while adhering to strict regulatory guidelines.

The ideal candidate is detail-oriented, compliance-focused, and experienced in affordable housing leasing and certification processes.

Key Responsibilities Leasing & Occupancy Management

Manage the full leasing cycle from initial inquiry through move-in

Maintain and monitor waitlists in accordance with the Tenant Selection Plan (TSP)

Conduct applicant interviews and screenings

Coordinate and schedule unit tours and lease signings

Ensure units are leased in a timely manner to meet occupancy and lease-up goals

Maintain a pipeline of qualified applicants (minimum 2–3 ready files per vacancy)

Affordable Housing Compliance

Process and complete initial certifications in compliance with:

LIHTC (Tax Credit)

HUD / Section 8 / PBV programs

HOME, MHSA, NPLH, or other layered funding (as applicable)

Verify income, assets, and eligibility per program regulations

Ensure all files are complete, accurate, and audit-ready prior to submission

Submit files to Compliance Department for approval in a timely manner

Maintain strict adherence to regulatory deadlines and requirements

File Processing & Documentation

Collect and review all required documentation (income, assets, third-party verifications)

Ensure all applicant files are complete before submission to avoid delays

Track file status and follow up on pending documentation

Maintain organized, complete, and compliant resident files (electronic and/or paper)

Address and correct compliance findings within required timelines

Customer Service & Resident Relations

Provide professional and respectful customer service to all applicants and residents

Clearly explain program requirements, lease terms, and property rules

Respond to inquiries, emails, and calls in a timely manner

Support resident move-in process to ensure a smooth transition

Coordination & Team Collaboration

Work closely with:

Property Manager / Community Manager

Compliance Department

Case Managers / Service Providers (for PSH / supportive housing)

Coordinate unit readiness with maintenance staff

Communicate leasing updates, challenges, and pipeline status to management

Reporting & Systems

Utilize property management software (e.g., RealPage, Yardi, or equivalent)

Track leasing activity, applicant pipeline, and occupancy status

Maintain accurate data entry and reporting

Assist with weekly/monthly leasing and occupancy reports

Additional Responsibilities

Assist with recertifications as needed

Support audits and file reviews

Ensure adherence to Fair Housing laws and company policies

Participate in training and compliance updates (e.g., Grace Hill)

Perform other duties as assigned

Qualifications Education & Experience

High School Diploma or equivalent required

Minimum 1–2 years of leasing experience in affordable housing preferred

Experience with LIHTC, HUD, or PBV programs strongly preferred

Knowledge & Skills

Strong knowledge of:

LIHTC regulations

HUD / Section 8 / PBV requirements

Income and asset calculation methods

Familiarity with Tenant Selection Plans (TSPs)

Excellent attention to detail and organizational skills

Strong communication and customer service skills

Ability to manage multiple files and deadlines simultaneously

Proficiency in Microsoft Office and property management software

Certifications (Preferred)

Tax Credit Specialist (TCS) or equivalent

HUD / Certified Occupancy Specialist (COS)

Performance Expectations

Maintain high file approval rates with minimal compliance corrections

Meet or exceed occupancy and leasing goals

Ensure timely processing of applicant files

Maintain audit-ready files at all times

Provide excellent customer service and professionalism
