Primary Purpose
Provide district-level leadership for the implementation, monitoring, and continuous improvement of the Teacher Incentive Allotment (TIA) system staff evaluations. The Director ensures fidelity, compliance, and instructional impact through high-quality training, data analysis, and collaboration with district and campus leaders.
Qualifications
Education / Certification
Master’s degree required
Valid Texas Principal Certification required
T‑TESS Appraiser Certification required
T‑PESS Certification preferred
Experience
Three (3) to five (5) years of campus-level leadership experience
Demonstrated strong instructional leadership experience
Experience implementing and supporting teacher evaluation systems
Experience providing professional learning to administrators and instructional staff preferred
Special Knowledge / Skills
Strong knowledge of effective instructional practices and teacher development
In-depth understanding of the T‑TESS appraisal system, including evidence collection, calibration, and compliance
Knowledge of Teacher Incentive Allotment (TIA) requirements, data capture, and system approval processes
Ability to analyze and interpret instructional, observation, and student growth data
Ability to plan and facilitate high-quality professional learning for adult learners
Strong organizational, communication, and collaboration skills
Ability to manage multiple districtwide initiatives and meet required timelines
Major Responsibilities and Duties
Teacher Incentive Allotment (TIA)
Serve as the district lead for all aspects of the Teacher Incentive Allotment program
Direct and coordinate the district’s local designation system, ensuring compliance with TEA requirements
Manage the district’s work with the TIA consultant, including planning, feedback, and deliverables
Oversee the collection, validation, and submission of TIA-related data
Collaborate with Curriculum, Human Resources, Assessment, PEIMS, and campus leadership to ensure system alignment
Support system expansions, modifications, and annual program submissions
Communicate TIA processes, expectations, and outcomes to district stakeholders
Evaluation Systems
Serve as the district lead for staff evaluation, including Texas Teacher Evaluation and Support System (T‑TESS), and Texas Principal Evaluation & Support System (T‑PESS)
Ensure consistent and high-quality implementation of T‑TESS across all campuses
Develop and deliver T‑TESS training for teachers, campus administrators, and district staff
Plan and facilitate calibration activities to ensure reliability and validity of appraisal ratings
Monitor appraisal timelines, compliance requirements, and documentation
Analyze T‑TESS data to identify trends and support instructional improvement
Professional Learning and Support
Design and deliver professional learning related to educator effectiveness and instructional growth
Support campus administrators in developing strong instructional leadership practices
Provide guidance on observation evidence, scoring accuracy, and feedback conversations
Other Duties
Perform other duties as assigned by the Assistant Superintendent or designee
Supervisory Responsibilities

Maintain emotional control under stress
Meet deadlines related to state compliance and data submission
Physical Demands
Prolonged sitting and standing
