Hirani Engineering & Land Surveying, P.C. is seeking an experienced Director of Laboratory & Special Inspections (SIA) to lead our accredited Materials Testing Laboratories and Special Inspection Agency (SIA). This is a hands‑on leadership role responsible for setting technical direction, maintaining IAS accreditation, ensuring NYC DOB Chapter 17 compliance, and driving day‑to‑day operational performance across lab and field teams. The Director serves as the firm’s SIA Technical Director, strengthens quality systems, coaches high‑performing teams, and supports growth through client engagement and proposal support.
KEY RESPONSIBILITIES:
Lead and oversee Laboratory Testing and Special Inspections (SIA) operations, ensuring consistent service delivery, effective resource planning, and schedule performance
Serve as the firm’s SIA Technical Director in accordance with NYC DOB and IAS requirements
Maintain IAS accreditation and related compliance requirements across laboratory and SIA programs, and support ongoing accreditation with NYC DOB, AASHTO, and CCRL, including audit readiness, internal audits, document control, assessor coordination, and corrective action oversight
Ensure compliance with NYC Building Code Chapter 17, NYS Building Code, IBC, and applicable ASTM/ACI/ICC standards and agency requirements
Own the department’s Quality Management System (QMS), governing procedures, competency/certification compliance, calibration controls, and reporting standards
Provide technical direction across materials testing and special inspections, setting consistent expectations for execution, escalation, and documentation across all authorized scopes
Provide final‑level technical review/approval of deliverables as required, ensuring reports are accurate, timely, and technically defensible
Build, coach, and lead lab and field teams, including hiring strategy, onboarding, training oversight, performance management, and workload planning
Partner with operations/finance on budgeting, utilization planning, cost controls, and billing alignment to contract scope and deliverables
Support growth through proposal strategy, technical scoping, staffing approaches, and participation in select client meetings and presentations
Champion safety leadership and compliance across lab and field operations in alignment with OSHA and company standards
REQUIRED QUALIFICATIONS:
Active New York State Professional Engineer (PE) license
Eligible to serve as SIA Technical Director under DOB and IAS criteria
Bachelor’s degree in engineering, Construction Management, Materials Engineering, Geology, or related field
10+ years of progressive leadership experience in materials testing, laboratory management, or special inspections
Proven experience maintaining IAS accreditation and leading regulatory audits/assessments
Strong working knowledge of NYC DOB Chapter 17 and governing ASTM/ACI/ICC/IBC requirements
