Duties and Responsibilities

(*Denotes Essential Functions) Assists with all areas of Human Resources Management which includes recruitment and selection, classification and compensation, employee benefits and labor relations involving application of standard UH policies and regulations and widely accepted methods and practices. Acts as the first point of contact for general HR inquiries. Answers basic questions regarding UH policies and refers complex labor relations or misconduct issues to senior HR leadership. Assists in the recruitment and selection process by preparing vacancy announcements, drafting offer letters, coordinating background checks, and new hire tasks for selectees. Meets with new employees, provides new hire and benefits orientation and ensures new hire forms are properly completed and processed. Arranges orientation meeting with appropriate collective bargaining unit representative. Prepares, reviews, and/or audits all personnel transactions to ensure proper compliance with University, State, and/or Federal policies and procedures. Generates and processes Personnel Notification Forms (PNFs) and casual/overload (Form 6). Ensures transactions are submitted to Payroll in a timely manner to meet all payroll deadlines. Advises employees on employee benefit programs, determines eligibility and calculates payment (as applicable), reviews, audits and processes forms (i.e. FMLA, leave share, TDB, Workers Compensation, etc.) in compliance with applicable policies, procedures, laws, collective bargaining agreements and/or practices within established deadlines. Assists with investigations for informal and formal complaints and grievances involving misconduct, performance problems, etc. Assist with reviewing and recommending appropriate APT classification, in-band, change-in-band, and above designated new hire rate (DNHR) actions. Serves as custodian of official personnel files to ensure all required employment documents, certifications, background checks are kept according to established policies, procedures, and retention schedules. Conducts training for staff in various areas of personnel including, but not limited to, recruitment process, classification, employee performance appraisals, leaves and fringe benefits. Monitors the online leave system. Verifies leave balances, audits edit/warning, forfeiture listings, and assists employees with corrections and troubleshooting leave issues. Assists in the preparation of monthly or annual personnel reports by pulling data from HR databases. Other duties as assigned Minimum Qualifications

Possession of a baccalaureate degree in business administration, human resources management or related field and 0 years of progressively responsible professional experience with responsibilities for N/A; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Functional knowledge of principles, practices and techniques in the area of human resources administration demonstrated by knowledge, understanding and ability to apply concepts, terminology. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources administration. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of human resources administration. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals. Demonstrated ability to operate a personal computer, apply word processing software, and spreadsheet software. Ability to multi-task to meet expected deadlines. Ability to exercise tact, diplomacy, good judgment in relations with others and communicate effectively in a variety of situations. Desirable Qualifications

Assesses, analyzes and advises supervisors and managers on a variety of personnel actions regarding the hiring process, classification of positions, compensation adjustments, employee misconduct and job performance by interpreting appropriate policies, procedures, guidelines, and collective bargaining agreements. Coordinates the recruitment and selection processes with hiring managers, which includes but is not limited to preparing vacancy announcements, drafting offer letters, coordinating background checks, and new hire tasks for selectees. Meets with new employees, provides new hire and benefits orientation and ensures new hire forms are properly completed and processed. Arranges orientation meeting with appropriate collective bargaining unit representative. Serves as custodian of official personnel files to ensure all required employment documents, certifications, background checks are kept according to established policies, procedures, and retention schedules. Develops and updates personnel procedures to efficiently service Information Technology Services (ITS) as policies, procedures and guidelines change. Conducts training for staff in various areas of personnel including, but not limited to, recruitment process, classification of positions, employee performance appraisals, leaves and fringe benefits. Monitors the online leave system. Verifies leave balances, audits edit/warning/forfeiture listings and assists employees with corrections and troubleshooting leave issues. Considerable working knowledge of principles, practices and techniques in the area of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources administration, or related field. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
