Job Summary B&A is seeking a highly experienced Functional Lead specializing in
Time & Labor and Absence Management
within the
PeopleSoft HCM
suite. This role will lead functional design, configuration, and business process alignment efforts to support enterprise HR and payroll operations. The ideal candidate will bring deep functional expertise, strong stakeholder engagement skills, and experience translating complex business requirements into scalable system solutions.
Responsibilities The Functional Lead will be responsible for the functional design and implementation of Time & Labor and Absence Management modules, including:
Supporting
requirements gathering , backlog development, and prioritization in collaboration with business stakeholders
Translating business requirements into
functional designs and system configurations
within PeopleSoft HCM
Defining and documenting
business processes, rules, workflows, and use cases
Ensuring system configurations align with
Senate policies, compliance requirements, and payroll processing needs
Collaborating with technical teams to support integrations and ensure end-to-end solution integrity
Supporting
system testing , including system integration testing (SIT) and
user acceptance testing (UAT)
validation
Identifying and resolving functional issues and gaps throughout the project lifecycle
Providing
knowledge transfer, end-user training, and documentation
to business users and stakeholders
Education and Experience
Minimum of
seven (7) years of experience
working with
PeopleSoft HCM functional modules
Required Skills
Demonstrated experience implementing
Time & Labor and Absence Management
modules
Strong experience with
accrual rules, time reporting, and leave processing
Solid understanding of
payroll-related business processes
and their integration with time and absence systems
Proven ability to work with business stakeholders and
facilitate workshops, requirements sessions, and process discussions
Desired Skills
Experience supporting government or legislative environments
Familiarity with federal HR/payroll regulations and compliance frameworks
Experience working in Agile or hybrid Agile/Waterfall environments
Prior experience with large-scale enterprise HCM transformations
Security Clearance
US Citizenship and the ability to obtain a security clearance
