About the Division The Texas Department of Agriculture's (TDA) Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually used to fund the programs for the State of Texas. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.
What You'll Do The Food Nutrition Training and Development Specialist performs highly complex training and development work in a fast-paced, multi-faceted environment. This position will analyze, design, develop, conduct, and evaluate training programs (employee performance-based, federal program, and compliance) for the Texas Department of Agriculture's (TDA) Food and Nutrition (FN) division.
Responsibilities include:
Instructionally design, develop, and update instructor-led training (ILT), virtual instructor-led training (vILT), and eLearning training materials, programs, courses, and delivery systems in collaboration with departments, subject matter experts, employees, customers, and stakeholders.
Follow standard guidelines for assigned training goals, curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials on all applicable federal and state rules and regulations.
Schedule and conduct synchronous and asynchronous training for internal and external customers, including conferences, workshops, webinars, section division training, employee development training, and other target audiences.
Create and utilize training materials using a variety of techniques such as eLearning, lecture, role playing, simulations, scenarios, case studies, videos, games, group exercises, group discussions.
Conduct onboarding, job-shadowing activities, administrative reviews, on-site visits, interviews to identify gaps in training coursework.
Stay current with best practices in adult learning, research methodologies, instructional design principles, and technology.
Review training requests and materials for approval, ensuring relevance to FN goals and objectives.
Compile, analyze, and evaluate training-related data and integrate solutions and recommendations.
Document all actions in accordance with TDA policies and procedures.
Perform other duties as assigned.
Qualifications Required:
Bachelor's Degree, one year of related work experience may substitute for one year of college.
Minimum three (3) years of experience developing and delivering training and/or educational curricula, conducting needs analysis, writing learning objectives, and evaluating training.
Experience with ADDIE instructional design method, MS Teams, MS Office Suite, PowerPoint, SharePoint, Adobe Pro.
Valid Texas driver's license and acceptable driving record.
Preferred:
Minimum one (1) year of work experience operating or teaching federal nutrition programs and/or performing compliance reviews.
Experience developing and delivering training to adult learners.
Experience with a Learning Management System (LMS).
Knowledge, Skills, and Abilities
Knowledge of all 12 federal nutrition programs administered by TDA, training and development procedures, learning management systems, group dynamics, instructional and curriculum design, and adult learning principles.
Strong oral and written communication, customer service, instruction, and workshop facilitation skills.
Ability to formulate learning objectives, assess training effectiveness, provide guidance, and exercise sound judgment.
Physical and Working Conditions Normal office environment; mostly sedentary, may involve walking, standing, pulling, pushing, kneeling, stooping, bending, lifting up to 50 pounds. Requires extended periods at a computer; may require working extended hours, some evenings and weekends, and up to 20% travel.
