Key Responsibilities A leading utility provider in Michigan is seeking a detail-oriented Contract Specialist II to support procurement operations, bid package development, vendor performance tracking, and invoice approvals. This role is ideal for candidates who excel in structured environments, work well with cross-functional teams, and possess strong knowledge of purchasing processes and documentation.

1. Bid Package Development

Prepare, assemble, and issue complete bid packages, including RFQs, RFPs, and supporting documents.

Collaborate with engineering, operations, and other internal teams to clarify technical requirements, timelines, and evaluation criteria.

Ensure all bid documents comply with utility procurement standards and regulatory guidelines.

2. Vendor Performance Tracking

Monitor vendor performance against contract terms, delivery schedules, and service expectations.

Maintain performance logs and escalated concerns when needed.

Support internal teams in resolving vendor issues, delays, or non-conformance.

3. Invoice Review & Approvals

Review vendor invoices for accuracy, proper cost coding, and alignment with purchase orders and contractual agreements.

Facilitate timely invoice approvals and troubleshoot discrepancies such as pricing mismatches or missing documentation.

Maintain well-organized invoice records ensuring audit readiness.

4. Purchase Order (PO) Oversight

Track POs from creation through closure.

Monitor delivery progress, confirm receipt of goods/services, and resolve PO-related issues.

Coordinate with suppliers and internal stakeholders to ensure timely fulfillment and documentation compliance.

5. Cross-Functional & Supplier Coordination

Act as the primary point of contact for suppliers regarding documentation, timelines, bid responses, and deliverables.

Work closely with engineering, operations, finance, and legal departments to support smooth procurement workflow.

Communicate professionally, ensuring alignment and timely updates across all parties.

Required Skills & Qualifications:

Experience in bid package development, vendor coordination, and invoice processing.

Strong understanding of purchase order workflows and procurement documentation.

Familiarity with ERP/procurement systems (SAP, Oracle, Ariba, or similar).

Exceptional attention to detail and strong organizational skills.

Effective communication and stakeholder-management capabilities.

Ability to work independently in a hybrid work structure (onsite Mon/Tue/Thu; remote Wed/Fri).

Must reside near or be able to commute to utility service centers across the lower peninsula of Michigan (preference for Jackson or Grand Rapids).

Preferred Qualifications

Knowledge of basic contract principles or prior experience supporting contract-related activities.

Experience in vendor performance management and supplier compliance tracking.

Background in utility or energy sector procurement is a plus.
