Position Overview We are seeking a highly experienced

Database Management Analyst III (IDE Manager / CAM)

to support advanced database management, integration environments, and program cost and schedule oversight. This role combines technical database expertise with program management responsibilities, including serving as an Integrated Development Environment (IDE) Manager and Control Account Manager (CAM). The ideal candidate will have strong experience in database systems, data architecture, and earned value management (EVM), with the ability to support complex programs and ensure alignment between technical execution and program performance.

Key Responsibilities Database & Technical Responsibilities

Design, develop, manage, and maintain complex database systems and data environments

Ensure data integrity, security, availability, and performance optimization

Develop and maintain database schemas, queries, stored procedures, and reports

Support data integration across multiple systems and platforms

Monitor database performance and implement tuning and optimization strategies

Implement data governance, backup, recovery, and disaster recovery procedures

Support cybersecurity and compliance requirements for database systems

IDE Manager Responsibilities

Manage and maintain the Integrated Development Environment (IDE) for development teams

Support configuration management, version control, and development workflows

Ensure consistency and standardization across development environments

Coordinate with developers, engineers, and IT teams to resolve environment issues

Support CI/CD pipelines and development tool integration

Control Account Manager (CAM) Responsibilities

Manage cost, schedule, and technical performance for assigned control accounts

Support Earned Value Management (EVM) processes including planning, tracking, and reporting

Develop and maintain work breakdown structures (WBS), budgets, and schedules

Analyze program performance metrics and provide variance analysis

Coordinate with program managers, finance teams, and technical leads

Prepare reports, briefings, and documentation for program reviews

Required Qualifications

Bachelor’s degree in Computer Science, Information Systems, Data Management, or related field

7+ years of experience in database management, data analysis, or related field

Strong experience with database platforms (e.g., SQL Server, Oracle, PostgreSQL)

Experience with database design, performance tuning, and data integration

Experience supporting development environments and tools (IDE, version control, CI/CD)

Experience with Earned Value Management (EVM) and/or Control Account Management (CAM)

Strong analytical, problem-solving, and organizational skills

Excellent communication and coordination skills

Preferred Qualifications

Experience supporting DoD or federal government programs

Familiarity with Agile, DevSecOps, or hybrid development environments

Experience with cloud-based database platforms (AWS, Azure, GovCloud)

Knowledge of cybersecurity frameworks and data protection standards

Relevant certifications (e.g., PMP, Certified EVM Professional, AWS/Azure, database certifications)
