Position Overview Star Management is seeking a detail-oriented
Assistant to the Regional Property Manager
to support regional oversight of a multi-state portfolio of manufactured housing communities across California, Colorado, Idaho, and Nevada. This is an in-office role providing essential administrative, leasing, billing, compliance, and reporting support that allows Regional Property Managers to focus on field operations and portfolio performance.
This position works closely with the Property Management Administrator, Regional Property Managers, on-site teams, vendors, and residents. Occasional site visits may be required.

Key Responsibilities Leasing & Residency Administration
Process residency applications and prepare leases for multiple properties in accordance with property-specific guidelines.
Prepare and send follow-up communications related to applications and residency status.
Manage move-ins, move-outs, security deposit dispositions, and resident account changes.
Coordinate with rental assistance and subsidy programs, including rent increases.
Post rental advertisements and respond to prospective resident inquiries.
Assist residents with online portal access.
Notices, Compliance & Legal Documentation
Prepare, track, and manage resident notices and violation documentation in accordance with applicable laws and company policies.
Prepare tenancy termination notices and required legal correspondence.
Compile and maintain eviction and legal files.
Review rental agreements for compliance with applicable laws and policies.
Maintain accurate and up-to-date records in the property management system.
Financial, Billing & Reporting
Review utility consumption reports and resolve discrepancies.
Perform billing functions for properties without on-site managers, including meter reads, late fees, and payment posting.
Update tenant information for utility discount programs (CARE, FERA, etc.).
Prepare rent statements, tenant correspondence, and tenant refund checks.
Research and resolve payment issues, returned payments, and billing errors.
Assist with data compilation for budgets, audits, investor, and board reports.
Operational Support
Provide administrative support to Regional Property Managers.
Track and follow up on action items from property visits.
Coordinate with on-site managers, vendors, and maintenance teams to accomplish property-specific tasks and ensure compliance according to procedures.
Assist with capital improvement projects, vendor coordination, and bid procurement.
Monitor department email inbox and route inquiries appropriately.
Conduct occasional site visits as directed.
Process Improvement & Training
Train new and existing team members on policies, procedures, and systems.
Assist with creating and revising procedures, templates, and workflows.
Contribute ideas to improve efficiency and consistency across the portfolio.
Qualifications Experience & Education
Minimum 2 years of residential property management experience required.
Previous experience as a Community Manager, Assistant Manager, Property Administrator, or similar role preferred.
Manufactured housing or mobilehome park experience preferred, but not required.
Leasing and billing experience preferred.
Knowledge & Skills
Familiarity with California Mobilehome Residency Law, Title 25, Davis-Stirling Act, and landlord-tenant law preferred.
Ability to understand and interpret residency documents, civil codes, and applicable laws.
Strong administrative, organizational, and problem-solving skills.
Excellent written and verbal communication skills.
Advanced proficiency in Microsoft Word, Excel, Outlook, OneDrive, and Google Workspace.
Experience with property management software (Rent Manager preferred).
Additional Requirements
Valid driver's license required and ability to travel to properties on an occasional basis.
Bilingual (English/Spanish) preferred, not required.
Ability to lift up to 30 pounds and work at a computer for extended periods.

Competitive compensation: $27-$32 per hour, DOE
