Role Summary Assist the Regional Human Resources Director by providing professional HR advice, assistance, technical support, and training to managers, supervisors, and employees in the administration of labor agreements and performance management. Maintain and support the daily operation of the Cannabis Expungement Board and the Central Office/Field Services/MINNCOR Regional HR office, ensuring a full range of services are available to all staff. Services include investigations, labor/employee relations, contract administration, performance management consultation, workers' compensation, unemployment compensation, insurance benefits, and leave management including FMLA, as well as file maintenance and records management.

Telework Policy Telework options depend on employee residence. Employees within 50 miles of the primary location may telework up to 50%. Employees 50 miles or more away may telework more than 50%, with approval.

Minimum Qualifications

Two (2) years of HR experience providing advice, assistance, and technical support to managers, supervisors, and employees in areas such as labor/employee relations, contract administration, performance management, workers’ compensation, unemployment compensation, insurance benefits, or leave management including FMLA.

All applicants who meet the above experience requirement will be further evaluated based on:

Knowledge of federal and Minnesota statutes and regulations related to HR, including ADAAA, FLSA, MN Human Rights Act, and Title 7 of the Civil Rights Act of 1964.

Ability to monitor, track, and evaluate disciplinary actions and assist with investigations of misconduct.

Word processing and spreadsheet skills sufficient to create and edit correspondence and maintain spreadsheets.

Verbal and written communication skills for explaining procedures, composing correspondence, reports, and presenting training.

Organizational skills for maintaining files and data.

Ability to manage simultaneous projects independently with competing deadlines.

Ability to handle sensitive information with tact and diplomacy and maintain confidentiality.

Preferred Qualifications

Bachelor’s or advanced degree in HR or related field.

State of Minnesota HR experience.

Experience in a continuous 24‑hour operation organization.

Experience administering FMLA and other leaves of absence.

Experience in workers’ compensation law, terminology, administration, rehabilitation, and financial impact.

Experience in reviewing and responding to unemployment insurance claims.

Experience conducting investigations.

Knowledge of Minnesota HR statutes and regulations, including M.S. 43A, PELRA, state policies, rules, and the MN Data Practices Act.

Additional Requirements The selection process may include screening for criminal history, predatory offender registration, offender associations, or other background information in accordance with DOC policy.
