To assist the Regional Human Resources Director (RHRD) by providing professional human resource advice, assistance, technical support, and training to managers, supervisors and employees in the administration of labor agreements and performance management. Under general supervision, effectively maintains and supports the daily operation of the Cannabis Expungement Board, Central Office/Field Services/MINNCOR Regional Human Resources (HR) office allowing a full range of services are made available to all staff. Services include but are not limited to conducting and processing investigations, labor/employee relations and contract administration, performance management consultation, workers compensation consultation, unemployment compensation, insurance benefits consultation, leave (including Family and Medical Leave Act (FMLA) management consultation, file maintenance and records management. Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval. Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Two (2) years of human resources experience providing advice, assistance, and technical support to managers, supervisors, and employees in areas such as labor/employee relations, contract administration, performance management, workers' compensation, unemployment compensation, insurance benefits, or leave management including FMLA. All applicants who meet the above experience requirement will be further evaluated based on the following: Knowledge of Federal and Minnesota statutes and regulations related to human resources including the ADA Amendments Act (ADAAA), Fair Labor Standards Act (FLSA), the MN Human Rights Act, and Title 7 of the Civil Rights Act of 1964, as amended. Ability to monitor, track, and evaluate disciplinary actions and assist with investigations of misconduct. Word processing and spreadsheet skills (preferably Microsoft Word and Excel) sufficient to create and edit correspondence and develop and maintain spreadsheets to track data. Verbal and written communication skills sufficient to effectively explain procedural information to managers, supervisors and employees; compose correspondence and reports; and prepare and present procedural training to managers, supervisors and employees. Organizational skills sufficient to create and maintain adequate and organized files and data. Demonstrated ability to manage simultaneous projects independently with multiple competing deadlines. Ability to handle sensitive information with tact and diplomacy and maintain confidentiality. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position: Bachelor's or advanced degree in Human Resources or a related degree program, including but not limited to Business Administration, Public Administration, Psychology, and Organizational Behavior. State of Minnesota human resources experience. Human resources experience in a continuous 24-hour operation organization. Experience administering the Family Medical Leave Act (FMLA) and other forms of paid and unpaid leaves of absence. Experience in workers' compensation law, terminology, administration, rehabilitation and financial effects/payments. Experience in reviewing and responding to unemployment insurance claims. Experience conducting investigations Knowledge of Minnesota statutes and regulations related to human resources including M.S. 43A (State Personnel Management), the Public Employment Labor Relations Act (PELRA), State of Minnesota personnel policies, rules and administrative procedures, and the MN Data Practices Act.
