Job Description The Regulatory Services Data and Systems Management Director provides strategic leadership and operational oversight for the division’s data and systems management functions. Working under the Deputy Associate Commissioner of Operations Support, the Director directs a data management team, oversees data analysis, reporting, and access provisioning, and coordinates software and hardware reviews to enhance data integrity and decision‑making.

Responsibilities

Establish strategic goals and objectives and oversee implementation of major data and system‑related initiatives.

Lead the data management team, assign and supervise work, and ensure professional staff development.

Collaborate with HHSC divisions and programs to integrate operational support activities across Regulatory Services.

Coordinate reviews and requests for new software and hardware to improve data integrity, accessibility, and analytics.

Participate in regulatory and legislative inquiries, meetings, hearings, and conferences.

Communicate findings, recommendations, and strategic direction to executive leadership and stakeholders.

Evaluate performance, identify opportunities for improvement, and adjust priorities as needed.

Perform additional duties as assigned.

Knowledge, Skills & Abilities

Knowledge of legislative processes, health and human services regulations, and public administration principles.

Understanding of data governance, quality, and reporting best practices.

Knowledge of the Software Development Life Cycle and regulatory services programs.

Strong analytical, organizational, and problem‑solving skills.

Excellent written and verbal communication for diverse audiences.

Proficiency in Microsoft Office Suite and SharePoint.

Ability to collaborate across program, policy, and IT functions.

Capacity to manage multiple priorities in a regulated environment.

Capacity to produce accurate, high‑quality results.

Initial Screening Criteria

Graduation from an accredited four‑year college or university.

Experience with health and human services programs and program management preferred.
