Position Overview The Texas Health and Human Services Commission (HHSC) seeks highly qualified and motivated candidates to fill the Policy Integration Director position within the Access and Eligibility Services (AES), Policy & Quality division. AES is driven by its mission to connect Texans to services and support by helping individuals and families in need of food, medical care, cash assistance, and other social services.

The Policy Integration Director manages daily operations and program activities for the Policy Integration team and reports to the Associate Commissioner of Policy & Quality. Leading a team of professional policy staff, the Director establishes goals, objectives, guidance, and procedures related to eligibility for state and federal programs administered by Texas HHSC, such as Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medicaid, CHIP, and Medicaid for the Elderly and People with Disabilities (MEPD). The position is responsible for planning and assigning tasks and interacts regularly with agency staff, federal partners, and external stakeholders to inform policy decisions and achieve positive outcomes for Texans.

The role demands strong collaboration and the ability to work under strict deadlines. It is a statewide position with the capability to telework; selected candidates must provide personal home internet service and may be required to travel to Austin for meetings.

Essential Job Functions

Oversees coordination with and communication between internal and external stakeholders via policy document publishing, legislative coordination, Texas Works and MEPD Handbook coordination, and other key functions of multiple Program Policy teams. (15%)

Supervises and guides four (4) staff, including hiring, selection, assignment, performance evaluations, disciplinary recommendations, scheduling, and leave approval. (20%)

Prepares high‑quality briefing documents, issue papers, correspondence, bill analyses, and memoranda for senior and executive management review, including proposed revisions of agency rules, state plan amendments, forms, notices, regulatory changes, and federal waivers. (15%)

Conducts advanced research on best practices, performing complex senior‑level analysis of laws, regulations, guidance, and their impact on programs, systems, and operations. (10%)

Develops timelines and project‑management documentation, establishing goals and objectives for multiple policy work groups, and approves work products. (10%)

Collaboratively identifies innovative and effective solutions for clients and staff. (10%)

Seeks guidance from and engages federal partners on interpretation of federal statutes, rules, regulations, and guidance on behalf of the Office of the Associate Commissioner for Policy & Quality. (10%)

Represents AES as a subject matter expert at business, council, committee, legislative, and conference meetings. (10%)

Maintains regular work schedule and performs additional duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Texas HHSC eligibility programs (SNAP, TANF, Medicaid, CHIP, MEPD).

Knowledge of state and federal statutes, rules, regulations, and guidance relevant to program areas.

Knowledge of the Texas Legislative process.

Strong skills in researching, interpreting, and analyzing complex federal and state policies.

Ability to synthesize complicated technical information into understandable presentations.

Ability to develop and evaluate policies, assess risk, create contingency plans, and make recommendations and decisions.

Problem‑solving and independent decision‑making skills.

Interpersonal skills to work under pressure, negotiate, resolve conflicts, and maintain effective relationships.

Excellent oral and written communication skills, including public presentation abilities.

Initial Screening Criteria

Minimum two years of leading or developing teams.

Minimum two years in client or customer‑facing roles requiring synthesis of complex information and clear written communication.

Minimum two years working in a state or federal government agency; experience in eligibility programs preferred.

Bachelor’s degree preferred (public policy, social work, public health) or equivalent work experience.

One year of experience managing projects from inception to completion preferred.

Demonstrated expertise in developing client communication strategies and frameworks.

Additional Information Applicants selected for hire will be required to pass background checks and other due diligence. All HHS positions are subject to state and agency telework policies; final telework approval is at the discretion of the direct supervisor. Travel may be required for in‑person meetings; if the selected candidate does not reside within 50 miles of Austin, travel may not be reimbursed.
