CONTRACT SPECIALIST.

Responsibilities

Serve as contract specialist responsible for pre‑award and post‑award functions for a variety of supply, service, A‑E, and construction contracts.

Formulate the contracting approach to be taken that will best satisfy the requirement.

Provide guidance in the development of the statement of work and data requirements, determine the type of contract best suited to the requirement, and develop special clauses and terms and conditions applicable to the solicitation.

Respond to inquiries, including formal protests and congressional inquiries.

Monitor contractor performance in relation to the completion schedule required by the contract, ensuring timely submission of technical progress reports.

Terminate contracts for default or convenience and negotiate settlements.

Negotiate settlements for changes, approve contract payments, assess liquidated or actual damages for nonperformance, and issue show‑cause or cure notices.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 (5CFR Part 2634, Subpart I) upon entering the position and annually.

This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.

Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Practitioner Career Level Certification must be met within 5 years.

Advanced Career Level Certification must be met within 4 years.

Basic Requirement For The 1102 Series Degree: Bachelor’s degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS‑1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; or (B) you are a current military member who occupied a similar occupational specialty to the GS ( or equivalent)‑1102 on or before September 30, 2000.

Experience Required GS‑07

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Utilize procurement regulations, in order to perform recurring and developmental contracting assignments. Examples of such are: analyzing, evaluating and participating in negotiation of various cost elements and/or reviewing pricing and cost elements on contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS‑05).

OR

Education: One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR

Superior Academic Achievement (S.A.A): S.A.A. is based on (1) class standing, (2) grade‑point average, or (3) honor society membership. Please reference qualification requirements in the education section listed below.

GS‑09

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Assist in the analysis/evaluation of cost elements on contracts using contract cost/price analysis principles and procedures; 2) review statistical, financial, and/or accounting analysis; and 3) assist with contract negotiations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS‑07).

OR

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

GS‑11

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Prepare solicitations that communicate requirements to industry; 2) evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 3) prepare proposals and process awards of contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS‑09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

Education Foreign Education If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

One year trial/probationary period may be required.

Direct Deposit of Pay is required.
