Job Summary The Division of Developmental Disabilities works to ensure people with intellectual and developmental disabilities have the right to live, love, work and play in their communities. The Director provides leadership to grow a state-of-the-art service delivery system, enabling people across South Dakota to lead healthy, independent, and productive lives.

Principal Accountabilities

Plans and directs the division’s activities, including approving policies, writing and monitoring budget, setting goals and evaluating quality statistics.

Supervises subordinate staff through interviewing, selecting, training, assigning work, approving leave, addressing personnel issues, and appraising performance.

Ensures quality IDD services by overseeing provider certification, negotiating contracts, enforcing standards, monitoring quality measures, and decertifying non-compliant agencies.

Acts as the state’s authority on IDD, directing provider certification, evaluating services, managing interstate client transfers, and serving on state and national committees to draft rules and legislation.

Functions as Chief of Staff for the Division Director.

Requires statewide travel.

The Ideal Candidate Will Have

Degree in management/administration or related field; experience managing personnel and a large organization or team.

Strong communication skills and proven experience fostering relationships with staff and external partners.

Knowledge of

Leadership techniques

Business and management techniques

Intellectual or developmental disability service delivery in South Dakota

Current innovations and best practices in IDD

Project management techniques

Person- and family-centered practices

Stakeholder engagement techniques

Skills to

Communicate effectively with internal and external partners

Monitor and assess staff performance, identifying strengths and growth opportunities

Develop and monitor IDD programs and services

Turn vision into reality

Set realistic goals that meet the needs of people with IDD, families, and regulatory requirements

Ability to

Identify key policy decisions and support the department secretary in implementing plans

Think critically and spot opportunities for system efficiencies and innovations

Prioritize division resources and workload

Implement and evaluate programs, making adjustments as needed

Plan and delegate the work of others

Supervise the work of others

Employ forward-thinking to develop IDD services at required levels

Coordinate work between divisions and external partners to ensure collaboration
