
Realty Specialist.

Duties
Provide compliance with federal rules and regulations, secure the necessary interests in real estate required to support the District’s military and civil works programs, including but not limited to fee, easement, and right of way.
Serve on civil works project planning teams comprised of a Study Manager, a Project Manager and other specialized engineering, hydrologic, economic, and environmental subject matter personnel.
Determine real estate acquisition requirements and defend those requirements in situations in which they may negatively impact project planning and development schedules.
Oversee the preparation of real estate cost estimates for all planning reports; prepare and recommend approval of schedule and cost change requests.
Provide direction, oversight and assistance to the non-federal sponsors in their conduct of mutually agreed upon real estate responsibilities for the projects.
Provide real estate-related support for utility relocations.
Review crediting and reimbursement claims submitted by the non-federal sponsor for completeness, accuracy, and validity and develop recommendations for credit or reimbursement.
Secure funding authorizations and maintain cost control via the Corps financial management systems (CEFMS) for all administrative costs connected with acquisition activities for each project being supported.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
A valid Driver's License is required within 30 days of reporting.
This position requires temporary duty travel to other duty locations 25% of the time.
Proof of U.S. Citizenship must be provided.

Minimum Qualifications For GS-07
Specialized Experience: One year of specialized experience which includes applying basic knowledge of directives, laws, policies, and regulations relating to Federal and Army real estate procedures associated with planning, title research, acquisition, and crediting of real property in support of Federal civil works projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the job, such as Real Estate or Business Management.
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement (defined by class standing, GPA, or honor society membership).
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (computed by dividing total months of experience by 12 and total graduate semester hours (or equivalent) by 18, then adding the two percentages).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
Minimum Qualifications For GS-09
Specialized Experience: One year of specialized experience which includes 1) coordinating and providing technical guidance regarding real estate civil works acquisitions; 2) researching, interpreting, and applying laws and policies regarding real estate actions; 3) identifying, obtaining, and preparing documentation needed to plan and execute real estate actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the job, such as Real Estate or Business Management.
Combination of Education and Experience: Same calculation as for GS-07 but using graduate semester hours beyond the first year.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Specialized Experience: One year of specialized experience which includes performing real estate procedures associated with civil works projects, including working with non-Federal entities to obtain real property interests, drafting and/or reviewing studies and engineering design plans, reviewing acquisition documentation, communicating effectively with stakeholders, and the direct acquisition of Federal real property interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Qualifications using experience alone are required; education may not substitute experience.
Foreign Education: If using education completed in foreign colleges or universities, the credentials must be evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.
