Responsibilities
Provide compliance with federal rules and regulations, secure necessary real estate interests in support of the District’s military and civil works programs, including fee, easement, and right‑of‑way.
Serve on civil works project planning teams comprising a Study Manager, a Project Manager and other engineering, hydrologic, economic, and environmental subject‑matter personnel.
Determine real‑estate acquisition requirements and defend those requirements when project schedules or development plans are negatively affected.
Oversee the preparation of real‑estate cost estimates for all planning reports and recommend approval of schedule and cost change requests.
Provide direction, oversight, and assistance to non‑federal sponsors in executing mutually agreed real‑estate responsibilities for the projects.
Provide real‑estate related support for utility relocations.
Review crediting and reimbursement claims submitted by non‑federal sponsors for completeness, accuracy, and validity, and develop recommendations for credit or reimbursement.
Secure funding authorizations and maintain cost control via the Corps Financial Management Systems (CEFMS) for all administrative costs associated with acquisition activities.
Conditions of Employment
Appointment may be subject to suitability or fitness determination based on a completed background investigation.
A valid Driver’s License is required within 30 days of reporting.
The position requires temporary duty travel to other duty locations approximately 25% of the time.
Minimum Qualifications for GS‑09
One year of specialized experience, including coordination and technical guidance of real‑estate civil works acquisitions, research and application of real‑estate laws and policies, and preparation of necessary documentation.
OR a Master’s or equivalent graduate degree or two full years of graduate education leading to such a degree in Real Estate, Business Management, or a related field.
OR a combination of education and experience totaling at least 100% when computed by the prescribed formula.
Applicants who have held a GS position within the last 52 weeks must have 52 weeks of Federal service at the next‑lower grade.

One year of specialized experience, including application of directives, laws, policies, and regulations relating to federal and Army real‑estate procedures in civil works projects, drafting or reviewing studies and engineering design plans, reviewing acquisition documentation provided by non‑federal entities, communicating with stakeholders, and direct acquisition of federal real‑property interests.
OR a Ph.D. or equivalent doctoral degree or three full years of graduate education leading to such a degree in Real Estate, Business Administration, or a related field.
OR a combination of education and experience totaling at least 100% when computed by the prescribed formula.
Applicants who have held a GS position within the last 52 weeks must have 52 weeks of Federal service at the next‑lower grade.
