
Resident Services Specialist

Position Summary
Resident Services Specialist is responsible for implementing admissions, occupancy, collections, eviction policies and procedures for the Tribal Housing Department, providing training and counseling to residents, and maintaining electronic data and management reports.

Essential Duties and Responsibilities
Maintains a working knowledge of relevant Tribal Code regulations, guidebooks, Housing Department policies and procedures, leases, home‑buyer and HAP agreements, and Tribal ordinances affecting landlord/tenant matters.
Assists in development and implementation of new policies and procedures.
Provides an on‑site presence in the community to enforce policies, rules, and regulations.
Assists in planning, development, and organization of community tenant meetings.
Provides information on all housing programs and services.
Maintains effective working relationships with residents, Housing Department, and Tribal staff, following standard business practices.
Provides resources to assist clients in receiving continuing training and education in Native American housing.
Forwards eligible applicants to the Intake & Data Entry Specialist.
Screens applicants for admission and confirms eligibility at the time of selection.
Conducts intake on new applicants following policies and procedures.
Performs background checks and prepares all leases, home‑buyer, and HAP agreements for signature by families, landlords, and housing officials.
Responsible for lease renewals and determining eligibility.
Provides orientation to families, explaining all provisions in lease agreements and collection policies, and informing them of their rights and responsibilities as program participants.
Monitors household compositions and any changes.
Calculates required monthly payments consistent with Housing Department policies.
Collects security deposits and required monthly payments; documents receipts and ensures funds are transmitted to accounting.
Manages utility accounts and ensures timely payments.
Conducts move‑in and move‑out inspections and prepares inspection reports; performs pre‑entrance reviews and tenant screening requirements; conducts routine inspections to ensure property maintenance.
Assists with residential key management, including re‑issuance and receipt by tenants.
Coordinates maintenance work orders for repairs.
Ensures common areas are cleaned and maintained daily.
Enters data into the electronic database system to maintain tenant files.
Makes appropriate entries in all resident records and keeps files in order.
Maintains confidentiality and secures files.
Provides excellent customer service and communication to residents; manages resident relations by promptly responding to complaints with proposed resolutions.
Assists residents with referrals to Tribal departments such as Wrap Around, CAP, Representative Payee Program, etc.
Assists in informally resolving grievances and holding informal grievance hearings.
Counsels delinquent families on financial responsibility, including financial literacy training, and prepares Payback Agreements and other Plans of Action to resolve lease or Homebuyer violations.
Maintains referral information on credit counseling and social services.
Follows collection and eviction policies, makes personal contact with residents, and sends written notices of compliance issues.
Prepares Payback Agreements and other Plans of Action to resolve lease violations.
Recommends lease termination and evictions after investigations, ensuring due process and proper documentation per adopted policies.
Assembles all necessary documentation of administrative actions and prepares case files to satisfy court procedural requirements.
May represent the department in Tribal Court.
Continually follows up on all issues until resolved.
Provides scheduled and special reports, correspondence, and database management.
Works with Tribal Law Enforcement to resolve matters when appropriate.
Responds to emergencies 24/7, performs grounds checks, and notifies Law Enforcement as needed.
Performs other duties as assigned.
Supervisory Responsibilities This position has no supervisory responsibilities.
Qualifications and Requirements Education and/or Experience Bachelor’s degree from a four‑year college or university and at least one year progressively responsible experience in office, management, or social services work; or Associate’s degree from a two‑year college or technical school and at least four years experience; or an equivalent combination of education and experience. Intermediate computer skills in word processing and spreadsheets.
Language Skills Ability to identify, read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, clients, customers, and the general public. Must have interpersonal skills and be team oriented.
Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratios, and percent, and to draw and interpret bar graphs.
Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and handle several abstract and concrete variables.
Licenses or Certificates Must possess a valid Washington State driver’s license with no restrictions preventing driving a GIS vehicle, and proof of insurance.
Other Skills and Abilities Knowledge of standard business practices, office and filing procedures, computer operations, and documentation techniques. Ability to acquire working knowledge of HUD Indian Housing Program regulations, Tribal ordinances, and Puyallup Tribal Housing Department admissions, occupancy, collections, and eviction policies. Ability to plan, organize, manage, coordinate, and provide services to residents. Ability to establish and maintain effective working relationships with residents, staff, and other individuals, agencies, or groups. Ability to initiate responsibly and work independently with minimal supervision. Ability to communicate well, both verbally and in writing.
