Responsibilities
Provide oversight of operating status, functionality, and message profile support for Intelligence messaging solutions. Maintain responsibility for configuration, monitoring, and integration for messaging solutions, including INSCOM Cloud Initiative (ICI), Army Intelligence Data Platform (AIDP), Multimedia Message Manager (M3), Message Processing System (MPS). Create, analyze, and review SOPs and other documentation; establish and maintain process to broker feedback/inquiries to producing organizations through approved IC and agency feedback or RFI mechanisms; provide metrics report as requested. Coordinate messaging and application-related issues with 24/7 GISA and IEMO and Government service center personnel. Serve as broker/POC for incoming message traffic feedback and inquiries from supported customer organizations. Monitor and assist with connectivity to Information Transport Service (ITS) and other information source providers. Provide oversight of operating status and functionality of messaging services to ensure customers have access to system and all eligible messages; demonstrate understanding of message traffic feeds. Conduct status/functionality check of Messaging Services on all networks to confirm customer accessibility/usability; open trouble tickets to articulate issues to Help Desk or GISA Service Center administrators when applicable. Verify hosted message traffic authorized on destination network as requested by Government. Monitor Messaging Services to ensure message traffic disseminated accurately; report significant message number discrepancies among Messaging Service instances to DCD Help Desk or GISA Service Center administrators when applicable. Report operating status errors or significant inconsistencies within message feeds to Government (Organizational Messaging Lead/Systems & Data Integration Contractor Lead) within 3 hours of discovery. Document Messaging Services requirements related to technical concerns, information sharing issues, or future capabilities of application; draft documentation and provide to Government lead quarterly for review. Monitor Messaging Services source systems to identify intelligence gaps and sources not currently included within Messaging Services; recommend modification to Government Organizational Messaging Lead as needed. Establish and maintain Messaging Services User Guide, as required; update User Guide when significant changes occur or as requested by government; conduct reviews of User Guide and update with new version control number every 6 months. Education/Certifications:
Bachelor’s Degree (related area) from college or university accredited by agency recognized by U.S. Department of Education (desired); may substitute Associates Degree + 7 years’ experience in intelligence discipline OR High School Diploma + 9 years’ experience in intelligence discipline. 2+ years’ experience with M3; 4+ years leading/managing intelligence team Clearance Level & Investigation:
TS/SCI with ability to obtain CI polygraph IT Level (AR 25-2):
