Position Summary
The Senior Business Analyst will lead the analysis of staffing needs and co-create innovative and flexible staffing models to meet and exceed patient care service delivery goals. This role collaborates with clinical, operational, and administrative teams and involves work across King County jails to observe service delivery models and processes, collect data from multiple sources, and translate insights into adaptable staffing strategies that support patients and staff. Background
The Jail Health Services (JHS) Division provides medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services to the incarcerated population in King County’s jails. JHS aims to assure high-quality health and human services for the incarcerated in the King County adult facilities, operates around the clock, and supports patients with varied health needs. The division includes over 250 employees and an annual budget of over $60 million. Public Health – Seattle & King County (PHSKC) is the Public Health Department for King County and includes multiple sites and a large workforce dedicated to health services for the community. Work Schedule
The typical work week is Monday through Friday, 40 hours per week, with hours to be discussed with the supervisor. Occasional evening, night, or weekend work may be required to perform staffing analysis across 24/7 correctional facilities. This position is exempt from overtime per the Fair Labor Standards Act (FLSA). Work Location

The Jail Health team operates in a hybrid model with a mix of in-office and remote work. The ratio of remote to onsite work depends on business needs. Current expectations are a minimum of 2 days in-person per week, increasing to 3 days per week by June 1, 2026. Employees must reside in Washington state and be within reasonable distance to King County worksites to meet reporting requirements. Employees will use a County-issued laptop and must maintain a home workspace with reliable internet access and be available during scheduled work hours. Responsibilities
Workforce Planning and Analysis: Uphold patient-centered, anti-racist, and equity principles; conduct workload, census, acuity, and process studies to determine optimal staffing needs using data from EPIC, direct observation, time studies, and the Jail Management System. Analyze staffing trends across teams, including vacancies, leave, and time needed for projects or training; forecast future staffing needs based on retirements, census changes, and new programs. Evaluate overtime, agency usage, and premium pay trends; recommend flexible staffing strategies; guide cross-team staffing analysis and facilitate coordination across supervisory structures and bargaining units. Navigate complex stakeholder interests, resolve problems, and implement changes; establish systems for ongoing assessment and adaptation of staffing plans. Data Reporting and Metrics: Generate routine and ad hoc staffing reports; develop and communicate metrics linking workforce to patient care outcomes; present findings to leadership in clear formats; support daily management of staffing decisions at the team level as needed. Collaboration and Strategic Support: Model collaboration and transparency; partner with Finance to develop budget proposals for staffing; work with Human Resources, Leadership, and Operations to scope and analyze staffing across the JHS division; collaborate with clinical operations teams and other workgroups to gather data and implement staffing recommendations; contribute to change management planning and execution; participate in recruitment planning, succession planning, and strategic initiatives; perform other duties as assigned. Qualifications
Minimum Qualifications: 3-5 years of experience in staffing analytics, staffing coordination, healthcare operations, human resources analytics, or a related field. Knowledge of state and national labor laws and implications for staffing decisions; experience with collective bargaining agreements in a unionized setting. Ability to design clear visual management aids and tools using Microsoft 365 applications; strong data analysis and storytelling skills. Knowledge of racism, and experience advancing racial and social justice in a complex organization. Advanced skill in collecting and analyzing data and observations in a respectful manner; ability to translate complex data into actionable insights. Experience applying change management principles and facilitating team discussions leading to shared decision-making. Excellent oral and written communication skills, including formal presentations to groups and committees. Adept at navigating varied stakeholder interests and negotiating outcomes in complex contexts; high standards of ethics and confidentiality. Ability to work independently with minimal supervision. Desirable Qualifications (Most competitive candidates will have): Experience in staffing analysis and model development within healthcare and/or correctional settings. Intermediate to advanced skills in Microsoft Power BI or similar tools; advanced Excel skills (pivot tables, formulas, data analytics).
