This posting will create a list of qualified candidates that may be considered for selection of additional vacancies of the same position type over the next 6 months. The Senior Business Analyst will lead the analysis of staffing needs and the co-creation of innovative and flexible staffing models to meet and exceed our patient care service delivery goals. This position will work alongside passionate and professional clinical, operational, and administrative teams. They will regularly work within the King County jails to see and understand our service delivery model and processes alongside the people that do the work, along with collecting and analyzing data from many other sources. You will be a part of a patient-focused organization, and create a space to consider and discuss how that translates to our staffing models; how we organize to be more adaptable and flexible to meet real-time needs of our patients in the best way possible while also caring for our staff. The Jail Health Services (JHS) Division provides needed health and social services to the incarcerated population located in the King County jails. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The typical work week is Monday through Friday, 40 hours per week with work hours to be discussed with your supervisor. This position will require occasional evening, night, or weekend work to perform staffing analysis work on alternate shifts within the 24/7 correctional facilities. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not eligible for overtime. James Street, Kent, WA 98032 The Jail Health team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Current expectations are that employees work a minimum of 2 days in-person per week, with an increase to 3 days in-person per week by June 1, 2026. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Workforce Planning and Analysis: Uphold and integrate patient-centered, anti-racist, and equity principles and related values into all staffing analysis, recommendations, and decisions. In partnership with appropriate staff groups, conduct workload, census, acuity, and process studies to determine optimal staffing needs. This includes analysis of data and information from multiple sources including, but not limited to, EPIC (electronic health record), direct observation, time studies, and the Jail Management System. Analyze staffing trends across work teams including staffing assignments, vacancies, leave (pre-planned and call-out), and time needed from regular job duties such as for projects, training/development, cultural transformation work, etc. Forecast future staffing needs based on known changes such as retirements, patient census and acuity changes, and new programs or changing program requirements. Evaluate overtime, agency usage, premium pay trends, and daily assignment of staff; make recommendations for more flexible and effective staffing strategies. Guide and facilitate staffing analysis work across multiple teams and supervisory structures, bargaining units, and decision-making structures. Navigate difficult issues, identify and resolve problems, and implement changes. Establish systems for ongoing assessment and adaptation of staffing plans to continuously meet service delivery needs utilizing the methods described above. Data Reporting and Metrics: Generate routine and ad hoc reports on staffing metrics (FTE utilization, turnover, vacancy rates, etc.). Develop, track, and communicate metrics and stories linking the JHS workforce and patient care outputs and outcomes. Present findings and recommendations to leadership at various levels in clear, actionable formats. Support the development of a daily management system to drive decisions around staffing at the team level for various JHS teams, as needed. Collaboration and Strategic Support: Model collaboration, transparency, creativity, and emotional intelligence in division partnerships. Partner with Finance to develop budget proposals for staffing resources; utilize well-developed and detailed analysis and narratives to support and defend proposals. Work with Human Resources, Leadership, and Operations to scope, explore, analyze, share findings, and implement recommendations around staffing across the JHS division. Partner with integral clinical operations teams to gather and analyze data and information such as the Scheduling/Scheduling System Team, Data and Analytics Team, and the Clinical Application Systems Support Team. Collaborate with team members within each JHS workgroup to understand and capture their challenges, stories, needs, and desires as it relates to staffing and service delivery. Co-create and co-lead change management planning and execution with JHS leaders; provide guidance on change management best practices, principles, mindset, and tools to best support teams through change. Participate in key strategic activities such as recruitment planning, succession planning, and strategic initiatives; translate strategic direction into tangible assessments of staffing requirements. Our ideal candidate will demonstrate the following (Minimum Qualifications): 3-5 years of experience in staffing analytics, staffing coordination, healthcare operations, human resources analytics, or a related field. Knowledgeable of state and national labor laws, and the implications for staffing decisions. Experience making recommendations and decisions on staffing with consideration for collective bargaining agreements in a unionized organization. Ability to design and develop clear and accurate visual management aids and tools to drive decision-making using Microsoft 365 applications. Knowledge of individual, institutional, and systemic racism, and experience advancing racial and social justice in a complex organization. Advanced skill in collecting and analyzing data, observations, and stories in a way that honors and respects people while highlighting opportunities for change. Ability to translate complex data into actionable insights. Experience utilizing change management principles and tools. Skill in facilitating team discussions, resulting in shared decision-making. Advanced skill in oral and written communication, including making formal presentations to groups and committees. Adept at navigating varied and sometimes conflicting interests of stakeholders. Demonstrated skill in making decisions and negotiating outcomes where complexity and conflict may exist. Ability to consistently operate with high standards of ethics and accountability, and carry out responsibilities with discretion, confidentiality and sensitivity as required. Demonstrated ability to work independently, be self-directed and perform duties with minimal oversight and supervision.
