This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Purchasing Agent (GPC) at the NK-1105-2 some of your typical work assignments may include: Serves as Government Purchase Card (GPC) holder responsible for the utilization, maintenance, and safeguarding of the GPC in accordance with the Federal Acquisition Regulation (FAR), and other applicable laws, regulations, and guidance. Uses a mastery of government procurement laws, policies, methods, and procedures at the federal, agency, and local levels to apply new theories and initiatives to resolve complex procurement challenges that traditional methods cannot solve. Develops and implements procurement policies and guidance for purchasing personnel. Makes significant recommendations that shape the development and interpretation of complex procurement programs. Assesses the validity of quotes and pricing, aligning them with DoD and agency business strategies. Evaluates audit reports, regulations, and other materials to develop and implement departmental procedures. Performs duties in related fields such as supply, finance, and marketing to ensure all purchasing requirements are met. Utilizes knowledge of commercial business and industrial practices to analyze cost breakdowns and pricing and quotes. Manages internal control systems, detects potential issues, and conducts vulnerability assessments to ensure resources are managed effectively. Conducts training sessions and presents briefings to all levels.
