CONTRACT SPECIALIST

Naval Facilities Engineering Systems Command (NAVFAC), Honolulu, HI, United States


You will serve as a CONTRACT SPECIALIST in the Contingency Service Contracts Branch of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PAC.

Responsibilities

Serve as the technical authority on the acceptability and applicability of contractual matters related to the program.

Develop and recommend the most suitable type of contract and incentive structure for use by the contracting officer.

Prepare contracts and contract specifications for development, demonstration models, and preliminary design when new or untried concepts or techniques are involved.

Direct or perform post‑award negotiations involving contract changes or modifications, unsettled change proposals, special agreements, and pricing arrangements.

Qualifications

At least one year of specialized experience equivalent to the GS‑12 grade level in the federal service or equivalent private or public sector experience.

Experience serving as a Source Selection Board member, evaluating contractor past performance, price, experience, and technical ability.

Experience evaluating contractor cost estimating and accounting systems and identifying factors affecting contractor costs using historical cost data and reports.

Experience developing, executing, and administering contracts to support design, construction, facility services, and maintenance for shore facilities.

Meet the Department of Defense qualification requirements for 1102 contracting positions (see DoD Qualification Standard for GS‑1102).

Experience may include paid, unpaid, or volunteer work through national service programs (e.g., professional, philanthropic, community).

Education

A bachelor's degree from an accredited educational institution.

NOTE: The education requirement applies only to individuals entering DoD GS‑1102 positions on or after October 1, 2000.
