Job Description The Senior Housing Development Finance Specialist is responsible for independently and collaboratively conducting high‑level policy research, planning, programmatic delivery, and program evaluation related to integrated state‑funded multifamily housing programs across a spectrum of policy priority areas. The position plays a leading role in designing and implementing the Housing Development and Finance Committee (HDFC) single application affordable housing finance system in collaboration with other State agencies.

Deliver independent analysis and recommendations on housing development finance policy, statutes, programs, and project‑level budgets and information.

Help design, implement, and review applications for funding and make recommendations for the HDFC’s single application financing process.

Collaborate with HDFC staff and other agency leaders to streamline California’s affordable housing finance system.

Maintain an understanding of affordable multifamily housing development finance and contribute to programmatic delivery and evaluation.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification(s).

SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Legal Statement Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full‑time remote work in some circumstances and/or time periods, at the sole discretion of the Department. Telework‑eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
