Finance Department Assistant Director
Serves as the second-in-command of the Finance Department and directs the City's accounting operations, financial reporting, internal controls, and audit coordination functions. Ensures compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) standards, state and federal regulations, and City financial policies. This position provides executive-level oversight of general ledger management, accounts payable, accounts receivable, payroll, treasury coordination, grant accounting, capital asset accounting, and financial statement preparation. Acts on behalf of the Finance Director as assigned and provides strategic leadership to ensure financial integrity, transparency, and operational efficiency. Direct all general ledger operations across funds, ensuring accurate and timely financial reporting and ACFR preparation in compliance with GAAP/GASB. Oversee complex accounting activities, including reconciliations, interfund transactions, fixed assets, capital projects, and debt accounting. Provide technical accounting guidance and ensure consistency in financial reporting and fund accounting practices. Design and maintain a comprehensive internal control framework, ensuring segregation of duties and strong financial safeguards. Ensure compliance with federal, state, and local regulations, including grants, bond covenants, and Single Audit requirements. Serve as liaison to external auditors, oversee audit preparation, and implement corrective actions on audit findings. Support development and maintenance of financial policies, including reserves, fund balance, debt, and capital assets. Provide financial analysis, forecasting, and technical insight to support strategic decision-making and fiscal sustainability. Collaborate with budget functions to ensure alignment between accounting, reporting, and financial planning. Lead and develop accounting, payroll, AP/AR, and financial services staff, establishing clear performance expectations. Foster a culture of accountability, transparency, and continuous improvement across financial operations. Coordinate with departments and leadership to ensure effective financial management and service delivery. Oversee ERP financial modules and ensure data integrity, system functionality, and accurate reporting. Lead system enhancements, automation, and process improvements to increase efficiency and strengthen controls. Serve as Acting Finance Director as needed, representing the department in executive and Council settings. Comprehensive knowledge of governmental accounting (GAAP/GASB), fund accounting, municipal financial reporting, and regulatory compliance, including debt and grant accounting. Expertise in financial statement preparation, technical accounting research, and implementation of new GASB pronouncements. Strong analytical capability in financial analysis, reconciliations, risk assessment, and internal control design (COSO). Proven leadership and communication skills, including supervising staff and presenting complex financial information to executive leadership and City Council. Proficiency in ERP financial systems, with the ability to manage multiple priorities, exercise sound judgment, and maintain strict confidentiality. Bachelor's degree in Accounting or Finance. Seven (7) years of progressively responsible governmental accounting experience. Three (3) years of supervisory or management experience. Experience preparing or assisting with ACFR. Certified Public Accountant (CPA) strongly preferred. Certified Public Finance Officer (CPFO). Experience in municipal government. Experience managing external audits and Single Audits. Experience with ERP systems (e.g., Tyler Munis, Incode, SAP). Master's degree in Accounting, Finance, or Public Administration.
