About This Job

At the Office of State Examiner, Municipal Fire and Police Civil Service, we are responsible for administering an effective, cost-efficient civil service system based on merit, efficiency, fitness, and length of service, consistent with the law and professional standards, for firefighters and police officers. This is a professional position of the Office of State Examiner, Municipal Fire and Police Civil Service. This position requires the exercise of discretion and independent judgment in the performance of duties involving most aspects of the agency's examining program, including the application of accepted testing methodologies. This position is responsible for developing, administering, and scoring selection procedures resulting in the establishment of eligibility of applicants for appointment to competitive and promotional positions within fire and police departments statewide. An ideal candidate should possess the following competencies: Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies. Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning. Thinking Critically: The ability to analyze information objectively, identify connections across sources, and form logical, well-supported conclusions. Preferred competencies include acting with ethics and integrity, adapting to change, communicating effectively, displaying professionalism, learning actively, managing time, and using data. Minimum Qualifications

Three years of experience in human resources; planning, delivering, or evaluating training programs, or academic instruction; OR six years of full-time experience in any field; OR a bachelor's degree. Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job duties include processing and responding to routine and complex questions pertaining to personnel transactions, disciplinary actions, civil service board membership, seniority rosters, civil service board procedures, including open meetings laws, and the eligibility of fire and police employees for promotional examinations, by interpreting Municipal Fire & Police Civil Service Law and other statutes relevant to the operation of the system. Use computer software applications to enter and compile job analysis data and analyze responses provided in the job analysis questionnaires, utilizing statistical data. Review all personnel transactions submitted by the local civil service boards to verify that they have been made in compliance with civil service law. Develop non-standard examinations from exam plans based upon accepted practices and standards for validation of selection procedures in accordance with EEOC Uniform Guidelines. Position-specific details include appointment type: Probational Appointment (Probation in lieu of promotion), detail to special duty, or non-competitive reemployment. Career progression: This position may be filled as Human Resources Consultant A, B, or C. This person could potentially travel in a state-owned vehicle one to two days per week and occasionally overnight within the State of Louisiana.
