
EQUAL EMPLOYMENT MANAGER

The primary purpose of this position is to serve as the Installation Equal Employment Manager, responsible for executing an integrated military equal opportunity (MEO) and civilian equal employment opportunity (EEO) program under one equal opportunity (EO) program office.
Conditions of Employment Must successfully complete all required initial EO training prescribed by law and policy within the specified time frame as a condition of employment in order to be authorized to directly interact and participate in processing MEO and EEO complaints and gain access to the DAF Equal Opportunity Information Technology System. Training may include the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Course (EOAC). The incumbent must maintain certification by completing annual refresher training and other directed training to support the EO program.
In accordance with the USAF Guide for Determination and Revalidation of Mission Critical Occupations, this position is designated as a Mission Critical Occupation (MCO), which prioritizes mitigating deficiency gaps to ensure mission success. The duty of the employee is to provide immediate and continuing support for combat operations or support maintenance and repair of combat essential systems of the armed forces. The employee may perform duties in a combat zone after the evacuation of nonessential personnel during a war or national emergency declared by Congress or the President, and the position cannot be converted to a role authorized to be filled by a member of the armed forces due to the necessity to perform the duty without interruption.
Employee must sign DD Form 2365 as a condition of employment. Employees may be assigned to any worldwide location providing civilian support to combat operations and may deploy to non‑combat locations in response to contingencies, disaster relief, or other emergency operations. The position meets all requirements of a category 4 designation and must not be vacated during a national emergency or mobilization without seriously impairing the parent federal agency or office. The position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.
Specialized Experience Applicants must have at least one (1) year of specialized experience at the next lower grade (GS‑12) or equivalent in other pay systems. Specialized experience includes knowledge of EO (MEO and EEO) concepts, principles, practices, and requirements based on laws, regulations, executive orders, and DoD, DAF, and MAJCOM policies, processes, and procedures. It also includes knowledge of EEOC, DoD, and DAF organizational structure and functions, their missions, goals, objectives, priorities, and the composition of the relevant Total Force workforce eligible for EO services.
Knowledge, Skills and Abilities (KSAs)
Knowledge of EO (MEO and EEO) concepts, principles, practices, and requirements based on laws, regulations, executive orders, and DoD, DAF, and MAJCOM policies, processes, and procedures.
Knowledge of EEOC, DoD, and DAF organizational structure and functions, including the nature of their missions, goals, objectives, priorities, and the composition of the relevant Total Force workforce eligible for EO services.
Knowledge of human relations behaviors, organizational and command climate, and other related EO issues that may positively or adversely affect morale and mission readiness of installation personnel, and strategies to address or communicate identified issues.
Skill in advising and counseling on the EO (MEO and EEO) program, program compliance, and interpretation and explanation of laws, regulations, policies, procedures, and practices.
Ability to effectively and timely process complaints and NDR using effective fact‑finding, analytical, and evaluation methods to accurately assess information, make sound decisions, and communicate outcomes while remaining impartial and professional at all times.
Ability to effectively, efficiently, and timely establish working relationships and communicate orally and in writing sensitive, difficult, controversial, and complex EO matters with commanders, managers, employees, stakeholders, and the installation population.
Ability to plan, organize, prioritize, execute, direct and supervise staff; train; conduct outreach; resolve deficiencies; and apply program management techniques (e.g., program development and evaluation, policy analysis) for the EO program.
Part‑time or Unpaid Experience Credit will be given for appropriate unpaid and/or part‑time work. Applicants must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer Work Experience Volunteer experience, including service through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, and social), is eligible for credit.
