Purchasing Agent position at the Phoenix Job Corps Center. Responsible for the purchasing function for all Center needs and for all procurement activities to ensure that staff requests for goods and services are fulfilled promptly and in compliance with Company and Government policies and procedures. As Purchasing Agent, you are responsible for the purchasing function for all Center needs and for procurement activities ensuring requests are fulfilled promptly and satisfactorily in compliance with Company and Government policies and procedures. Procure goods and services for the Center in accordance with Company purchasing policies and procedures; select services and vendors through competitive pricing, service and quality guidelines in compliance with Federal Acquisition Regulation and Company policies and SOPs. Provide direct supervision to purchasing staff where applicable; assist the Administration Director in budget preparation and control. Prepare purchase order contracts, subcontracts, lease/rental agreements and consultant contracts for services, equipment, repairs and rehab projects; manage preparation, distribution and maintenance of all PRL. Develop and maintain a qualified vendor list with identification of small, large, Veteran, Minority and/or Female suppliers; utilize federal supply schedules as needed. Monitor vendor adherence to quality standards, delivery schedules and contract terms; ensure vendor performance evaluations for continued goods and/or services. Coordinate with Center Finance to confirm pricing information; administer the Center subcontract program to meet Subcontract Plan goals; administer construction, rehabilitation and maintenance subcontracts per Federal and Company guidelines. Ensure compliance with Center contract provisions and Company SOPs related to Purchasing/Procurement; participate in weekly Triangle Meeting with Finance, Property and Purchasing to address vendor issues. Maintain required logs, computer databases and prepare/submit required Company and Government reports; lead bidding processes (RFPs, RFQs, RFIs, Sole Source, Sealed Bid, etc.) from cradle to grave. Provide superior customer service and timely feedback on purchase requests; fill staff vacancies promptly and motivate/empower staff to perform duties; manage time effectively and delegate; hold staff accountable for quality work and develop career progression. Provide required/supplemental training for new and current employees; motivate and manage staff to work effectively; create a positive work environment; address staff performance concerns. Develop Center-beneficial linkages within the community to enhance and promote local procurement activity; promote a positive image of the Center and Job Corps and establish relationships with the local business community. Mentor, monitor and model Career Success Standards as required by PRH; show respect to students, hold them accountable for actions and behavior; provide quality services for students.
