Position Summary
The Deputy Executive Director, Facilities Procurement Strategy will anticipate and support the Executive Director on the development and implementation of a comprehensive procurement strategy for this portfolio. As an operational savant, the Deputy Executive Director will ensure all procurements—both active and forthcoming—are anticipated, strategically developed, and executed efficiently to obtain the best value for New York City Public Schools (NYCPS) and its students.
The role works cross‑functionally with the Division of School Facilities to structure a procurement strategy that ensures legal compliance, including asbestos testing and abatement, AHERA compliance, environmental health and safety, building codes, safety standards, and all local laws. The Deputy Executive Director proactively develops and manages the procurement portfolio strategy, upholding NYCPS’s commitment to a secure, clean, and nurturing learning environment.
Proactively collaborating with client offices and schools, the incumbent reviews contracts for goods and services to advise on opportunities to rebid or resolicit contracts, achieving the best value and maximizing awards and subcontracting to Minority/Women‑Owned Business Enterprises (M/WBEs). The Deputy Executive Director interprets policy, plans, directs, and evaluates procurement needs for critical initiatives in NYCPS compliance with regulations from New York State and City agencies, OSHA, and other relevant entities.
The position supports the Executive Director in aligning portfolio strategy with the organization’s vision and includes close collaboration with the Deputy Chief Procurement Officers, Senior Director of Procurement Operations, and other senior leaders.
The Deputy Executive Director manages the staffing strategy and advocacy for a team of approximately 15‑20 procurement analysts, coordinators, and directors, working with the Senior Director of Administrative Operations to identify career trajectories and growth opportunities. Direct directories oversee visibility for each procurement, ensuring accountability for reduced cycle time and service excellence.

Responsibilities
Drive excellence in procurement service to students and schools by anticipating and supporting the Executive Director in the thoughtful and strategic management of the procurement portfolio.
Develop a feedback loop with client offices and schools, and the Procurement Operations team, to ensure successful and optimized implementation.
Work closely with the Primary client office—Division of School Facilities (DSF)—and other related clients including Space Management and the Office of Emergency Planning & Response.
Collaborate with the Chief and Deputy Chief of School Operations to create and drive a procurement vision for facilities, focusing on environmental health and safety and compliance with building codes and local laws.
Serve as lead staffing strategist and advocate for the team, and work with the Senior Director of Administrative Operations to create career trajectories and growth opportunities.
Support the Executive Director in managing all team members, providing professional development and lead on disciplinary and staffing issues.
Directly manage the team to track procurements and develop strategy for each active contract and upcoming solicitation.
Maintain deep understanding of client offices and schools’ procurement portfolios and vendor needs.
Manage project managers in reviewing active contracts to recommend re‑bids or new procurements, limiting unnecessary renewals and extensions to maximize M/WBE participation.
Work with the Senior Director, Data & Systems to collect data and develop reports to drive outcomes and accountability.
Guide and support team members to provide best‑in‑class customer service to client offices and schools.
Oversee procurement project managers in scheduling procurement training and developing content for program offices and school staff.
Work with the procurement team, data & systems team, and program office leadership to review legacy long‑term contracts and introduce vendor diversity.
Engage cross‑functional teams to integrate Environmental Health and Safety considerations into operations, facility design, and process improvements.
Serve as a liaison with regulatory agencies, industry groups, and community stakeholders on related matters.
Constantly re‑evaluate processes and procedures, developing recommendations and briefing materials for senior leadership on reducing cycle time.
Operationalize the strategy for large‑scale procurements (over 300 contracts annually) across the portfolio.
Establish procedures for solicitation, awarding, processing of bids and contracts, and effecting contract changes and modifications while ensuring compliance.
Maintain primary responsibility for liaising with cost‑price analysis, vendor investigation, OSI/SCI, and compliance teams to obtain corrective action where necessary.
Oversee coordination, planning, and implementation of contract and procurement activities from pre‑solicitation to award.
Support the Executive Director in managing procurement staff for major contracting functions, pricing negotiations, and specifications for services.
Advise staff on procurement operations matters and disseminate updates on procurement‑related law.
Implement best practices for increasing contracting opportunities for Women and Minority‑owned Business Enterprises.
Monitor, track, and report on metrics, including preparation of briefings for senior leadership.
Serve as a subject‑matter expert regarding contract management training.
Ensure that timelines are met for deliverables.
Qualifications Requirements Minimum
A baccalaureate degree from an accredited college and four (4) years of full‑time satisfactory professional experience in purchasing, procurement, contract administration, or a related field, with at least eighteen months in an administrative, managerial, or executive capacity.
A combination of education and experience equivalent to the above, with the required eighteen months of administrative, managerial, executive, or supervisory experience.
Possession of an acceptable professional procurement certification may substitute for up to one (1) year of the experience described above; the eighteen‑month supervisory experience remains required.
Preferred
Certified Purchasing Manager (CPM) lifetime certification.
NIGP Certified Public Purchasing Buyer (CPPB) certification.
Negotiation skills.
5+ years of prior leadership experience in a large educational setting.
Familiarity with NYCPS systems including FAMIS, COGNOS, CTS & CPS.
Attentive to detail and ability to manage multiple priorities efficiently.
Excellent organizational, written, and verbal communication skills.
Knowledge of the NYCPS’s Financial Accounting Management Information System (FAMIS).
Expert level knowledge of Financial Management System (FMS).
Knowledge of Contract Registration Process and the NYCPS procurement rules.

Salary $130,151 – $170,000 (Internal candidates currently holding comparable or less senior positions within the DOE will not earn less than their current salary).
