Import / Export Compliance Analyst

Aids the Export Compliance Office for all the import/export and trade compliance matters pertaining to NASA Goddard Space Flight Center.

Duties and Responsibilities

Assists in the development, implementation, and maintenance of NASA policies, procedures and SharePoint Database that direct and support export and import activities

Participates proactively and cooperatively in meetings across NASA Programs/Projects and functional department/personnel in determining proper jurisdiction/classification of their spacecraft/satellite, instruments, NASA owned civil and military aircraft, technical data, software, and related defense services

Provides understanding of the regulatory requirements, restrictions and protecting of commodities from unauthorized access

As delegated by the CEA or ACEA and with oversight by the Transportation Branch Manager, reviews Solicitations, RFP and Purchase Requisitions and provide comments in areas concerning export control restrictions and requirements

Analyzes and provides jurisdiction/classification information to the Property Disposal Office of items subject to disposal, offered for public sale, for lease and loan to US and foreign government and organization

Assesses and appropriately classifies NASA hardware, software and associated technical data, as well as determining appropriate import/export control authority prior to importing, exporting as well as hand carry of goods internationally under the provisions of Commerce Department, State Department, U.S. Foreign Trade Regulations

Determines qualification and authorizes the use of appropriate ITAR license exemptions and EAR license exceptions in lieu of an export license

Monitors usage and validity of license exemption/exceptions in ensuring on-time and lawful return to GSFC

Ensures on time and accurate filing of the Electronic Export Information in ACE (AES Submissions) as well as assists with determining eligibility for an AES exemption

Works cooperatively and proactively with Transportation Office in ensuring proper handling and documentation of all import and export transactions in accordance with the EAR, ITAR, Foreign Trade Regulations and U.S. Customs

Maintains export/import files and records in accordance with U.S. Government export/import regulations and NASA policy

Conducts party screenings of shipment consignees, vendors and US/foreign nationals in ensuring GSFC activities do not involve restricted or prohibited entities contained in the U.S. government export denial, debarment and blocked persons list

Supports export/import compliance activities such as self-assessments, internal and external audits

Supports investigations and export/import related compliance matters

Prepares reports, presentations and metrics associated with export/import transactions and activities

Stays abreast of new, amended, and proposed regulatory changes to determine impact to GSFC missions and operation

Qualifications Required Skills and Qualifications

Minimum five (5) years’ experience with EAR, ITAR, OFAC, BATFE, Customs regulations, and Foreign Trade Regulations

Bachelor’s Degree required; one year of relevant professional-level work experience may be substituted for one year of required education, relevant professional-level experience is defined as work experience must be at a professional-level in foreign trade and customs regulations

Ability to manage multiple requirements and remain composed under pressure

Experienced in determining jurisdiction and classification of technologies as well as analyzing qualifications for license exemptions and exceptions

Ability to grasp and articulate technical concepts both verbally and in writing

Demonstrated ability to participate in multi-functional teams working to solve complex export/import problems and drive issues to conclusions

Knowledge navigating and interpreting the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Foreign Trade Regulations (FTR), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), and the US Customs Regulations

Team player, self-starter, communications, and customer service skills

Knowledge of Microsoft Office products (Outlook, Word, Excel, PowerPoint)

Desired Skills and Qualifications

Licensed Customs Broker is preferred

Physical Demands and Working Conditions

The work of this position is performed in an environmentally controlled office environment

Must be able to view computer monitor for extended periods of time

Must be able to report for on-site a minimum of three (3) days a week

Ability to travel, if requested

Rate of Pay/Benefits Salary Range: $110,000 to $120,000
