Position Overview In this position, you will serve as a Financial Management Analyst in Portland District’s Finance and Accounting Branch. The Finance and Accounting Branch provides professional financial and accounting services in support of full-spectrum operations of the District activities by delivering responsive, innovative, reliable information and advice to decision-makers.
Key Duties
Analyzes financial data to develop recommendations for funding.
Advises and supports district program managers on all issues related to funding and financing through the Corps of Engineers Financial Management System (CEFMS).
Reviews and approves purchase requests for proper use of funds in accordance with fiscal law.
Develops, coordinates, and updates Standard Operating Procedures (SOPs) related to funding and financial management processes.
Compiles financial data for reporting to USACE Northwest Division and Headquarters, external auditors, and power partners.
Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education and Experience None
Minimum Qualifications for GS-12 One year of specialized experience which includes data analysis, compilation of reports, analyzing invoices for payment due, and applying fiscal law to daily operations. This definition of specialized experience is typical of work performed at the lower grade/level position in federal service (GS-11).
Additional Conditions
All positions require the applicant to be a citizen of the United States.
Incumbent may be required to travel/perform temporary duty 5% of the time.
There is a Tier 2 Security Requirement.
A trial or probationary period may be required.
This position requires the following training/certifications prior to employment or within a specified period of time after appointment.
This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
