Job Description Position Summary:
This position is responsible for providing oversight of the Elko County School District’s special education programs. It also facilitates program placement of eligible children, coordinates programming with other agencies, assists in early childhood programming, allocates resources, supports parents, supervises and evaluates itinerant staff, and liaises with the Nevada Department of Education on early childhood issues. Additionally, the position serves as the responsible administrator for the English Language Learner Program throughout the district. The director reports directly to the Assistant Superintendent.
Essential Duties and Responsibilities
Provide leadership, supervision, and direction to staff assigned to support the special education programs.
Supervise the district’s psychological, speech, and gifted & talented staff.
Ensure equitable service delivery at all locations.
Oversee provision of prevention and interaction services to help students with disabilities succeed in general education.
Lead determination of best‑practice instructional models for students with disabilities.
Ensure receipt of all services required by the Individual Education Program (IEP).
Plan and implement continuing professional development opportunities for teachers, parents, and administrators.
Prepare and administer a budget to address student needs in cooperation with the superintendent/designee and Department of Business Services.
Address compliance issues and provide necessary support to remedy non‑compliance.
Coordinate the district’s special education self‑monitoring and state monitoring activities.
Design and implement effective special education service delivery models.
Collect data to support progress based on benchmarks for student success and evaluate program delivery models.
Select, assign, evaluate, and supervise early childhood education teaching staff and support personnel.
Implement and maintain district policies and procedures related to early childhood education.
Anticipate interagency concerns and respond on behalf of the district to effect resolutions.
Prepare and administer budgets for the Early Childhood Special Education Program and related grants.
Assist early childhood teachers in implementing programs at preschool and kindergarten levels.
Provide in‑service training and technical assistance regarding procedures and instructional techniques.
Assist in the identification and placement of eligible children and coordination of related services for early childhood programs.
Coordinate early childhood programming under IDEA and state special education standards.
Facilitate allocation of resources in support of early childhood programs.
Establish and implement parent involvement programs.
Coordinate Extended School Year (ESY) services for early childhood students.
Direct community‑based early childhood sites and manage building operations.
Coordinate early childhood programming within Title I schools.
Supervise staff supporting English language learners in the schools’ education.
Assist with research on current language acquisition issues and best‑practice instructional practices.
Create working relationships between the English Language Learner Program and other departments, schools, parents, and the community.
Ensure equitable service delivery to schools regardless of location.
Oversee provision of services to English language learners to enable success.
Ensure receipt of all services required for students with disabilities.
Plan and implement continuing professional development opportunities.
Work cooperatively with the Compliance and Monitoring Office on compliance issues at the school level.
Collect data to support progress based on benchmarks for student success and evaluate program delivery models.
Prepare ELL Program Department reports for federal, state, and local education agencies.
Implement in‑service and professional growth opportunities for assigned staff.
Coordinate the identification, selection, or deletion of supplies and equipment for the ELL Program Department.
Supervise and evaluate the performance of assigned staff.
Attend all regular Board of Trustees meetings and prepare reports for the Board as required by the superintendent.
Perform other duties related to the position as assigned.

Ability to work with parents and advocates to ensure appropriate service delivery for students with disabilities.

Thorough working knowledge of federal, state, and local mandates.

Skill in diplomacy, judgment, leadership, problem‑solving, and accountability.
Knowledge of identification, evaluation, and instruction of second‑language students.
Advanced knowledge of personnel matters, school operations, budgets, and parent and community involvement.
Strong interpersonal communication and negotiation skills, oral and written.
Ability to analyze and apply data.
Ability to lead, direct, and supervise assigned staff in a professional and sensitive manner.
Position Requirements
School Administration Background:
Earned master’s degree from an accredited college or university.
Must possess or be able to acquire a Nevada school administrative endorsement.
A valid driver’s license that allows the applicant/employee to legally operate a motor vehicle in Nevada.
At least three (3) years of successful licensed teaching experience and at least three (3) years as a contracted school‑site principal in an accredited K–12 public or private school.
Other qualifications as specified by the Board of Trustees and/or Superintendent.
Preferred Qualifications
Working knowledge of IDEA, Title I, and District Special Education procedures.
Working knowledge of the District English Language Learner Program.
Demonstrated skills in planning, organizing, and coordinating programs and instructional activities.
High level of self‑confidence, initiative, and self‑direction.
Excellent interpersonal, organizational, and communication skills.
