Overview

Compliance and Contracts Deputy Director (WMS 3) — Department of Commerce. The mission of Commerce is to strengthen communities. The mission of the Compliance and Contracting Division (CCD) is to strengthen Commerce. CCD provides centralized guidance, technical assistance, risk assessment, and other services within our book of business to more than 800 agency employees. CCD consists of the Central Contracts Unit, Internal Controls Unit, Risk and Resiliency Unit, and Office Services Unit, and is responsible for agency-wide compliance with federal and state laws and regulations and promoting a culture of compliance. The Deputy Assistant Director of Compliance and Contracting Division is responsible for providing executive leadership and internal coordination, overseeing the day-to-day operations of the division, developing division and agency policies and procedures, supervising Managing Directors, and managing various projects and committees. This position serves as a member of the division and/or agency leadership and management teams and may fill in for the Assistant Director in their absence. It provides critical oversight of policy work for the division and oversees state audits and other engagements in partnership with the reviewing unit. It also oversees the agency’s audit response and ensures integrity and consistency of services and personnel management within the division. Responsibilities

Provide executive leadership and internal coordination for the Compliance and Contracting Division. Oversee day-to-day division operations, develop division and agency policies and procedures, and supervise Managing Directors. Lead and manage multiple projects and committees to support the division’s mission and agency goals. Ensure division alignment with the organization’s mission and strategic direction; operate efficiently and effectively. Provide oversight of policy work for the division and comprehensive oversight of audits and engagements within Commerce in partnership with units under review. Oversee the agency’s audit response, address findings, resolve issues with regulators, and ensure service integrity and personnel management within the division. Support executive leadership with programs, initiatives, and agency mission; act as a change agent and champion by assessing needs and implementing solutions. Operationalize executive leadership’s vision to ensure Commerce’s mission is accomplished; provide oversight to the entire CCD. Support central contract management across the agency, overseeing contracting activities for a large portfolio of contracts. Support Internal Controls, implementing effective internal controls and coordinating with external auditors as needed. Supervise and coordinate Office Services, Risk and Resiliency, and staff, including unit Managing Directors and the Risk and Emergency Safety Manager. Qualifications and Competencies

Nine years of experience and/or education as described; five years of the nine must include working in government programs, grant administration, and/or managing state programs or contractual agreements. Two of the nine years must include: supervising first-line supervisors, planning and overseeing internal operations of a multi-team unit, and managing complex budgets. Post-secondary education in business or public administration, political science, or a closely related field (education counted year-for-year). Strong ability to work with diverse stakeholders and maintain high emotional intelligence. Strategic leadership and planning skills; able to implement executive and legislative policies with large-scale implications. Intermediate proficiency in Microsoft Office (OneDrive, Teams, SharePoint, Excel, Word, Outlook). Preferred/Desired Education, Experience, and Competencies

Juris Doctor from an ABA-accredited law school. Deep understanding of contract law principles. Project management certification and LEAN certification. Additional Information
