Overview

Budget Managing Director (WMS 3) – Department of Commerce. The Financial Services Division (FSD) is responsible for the Commerce Department’s consolidated Accounting and Budgeting functions, and for leading the agency’s fiscal policy. This position reports to the Deputy Chief Financial Officer (CFO) and leads the Central Budget Office (CBO) to provide high level technical expertise to guide budget operations and the implementation of Commerce’s financial health strategies. This role serves as a leader of leaders responsible for budget operations, broad financial oversight, fiscal compliance, and the implementation of relevant Commerce initiatives at the division and agency level.

Responsibilities

  • Recruit, develop, and retain professional staff to deliver effective and efficient budget services.
  • Lead the development and implementation of business processes that contribute to effective budget management and compliance with laws, rules, and policies.
  • Provide input, analysis, and technical expertise to advise on agency-wide projects, directives, and policies.
  • Support the delivery of budget services in a customer‑centered manner aligned with customer expectations.
  • Deliver high‑level technical expertise, direction, oversight, and innovative solutions; provide strategic guidance impacting all Commerce operations.
  • Serve as the agency expert in operating and capital budgets across multiple programs and funding sources; monitor challenges and resolve issues related to budgeting and fiscal compliance.
  • Assess complex issues to ensure compliance with budget laws, regulations, and policies; escalate non‑compliance as needed.
  • Develop and implement strategies to maximize resource use with minimal precedent in a complex landscape.
  • Leverage clear communication to advise agency leadership on budget, operations, and compliance matters.
  • Identify opportunities to reduce manual processes through technology and improve operational efficiency.
  • Contribute to division initiatives and cross‑unit projects; foster culture, engagement, and collaboration within the division.

Qualifications

Required Education and Experience: 10 years of combined experience and education as described below, including two or more of the following areas:

  • Planning, developing, modifying, and monitoring a large, diverse and complex agency budget.
  • Planning and directing major projects and work schedules.
  • Understanding complex fiscal and budget information and translating to actionable insight for leadership and stakeholders.
  • Experience with Washington State budget concepts and processes (Operating and Capital), including legislative processes.
  • Enterprise resource planning or financial system modernization.

A minimum of 2 years of supervisory or lead experience. Education: Bachelor’s degree in accounting, business, finance or public administration or a closely aligned field.
