Job Title: Office Manager & International Development Proposal Specialist

Time Commitment: 30 hours per week

Searby PLLC is a dynamic, boutique white‑collar law firm dedicated to delivering high‑quality legal services. Our firm also takes on a range of public interest work for international non‑profit clients and occasional assignments under the Criminal Justice Act from the Office of the Federal Defender for the District of Columbia.
In addition to our legal practice, we actively pursue rule of law initiatives and projects that support justice system development domestically and internationally through our consulting firm, Good Ground International.
Position Overview We are seeking a highly organized and proactive Office Manager & International Development Proposal Specialist to oversee daily office operations while also supporting the firm’s growth through the development of compelling business proposals—particularly for rule of law development projects. If the candidate is interested, the opportunity to manage or assist with the implementation of projects won is also available.
This is a unique hybrid role ideal for someone who thrives in a fast‑paced legal environment and is equally comfortable managing administrative systems and crafting persuasive written content.
Key Responsibilities Office Management
Oversee day‑to‑day office operations, ensuring efficiency and professionalism
Manage scheduling, calendars, and internal communications
Coordinate with vendors, IT support, and service providers
Maintain office systems, supplies, and records
Support HR‑related functions such as onboarding and personnel coordination
Assist attorneys with administrative and operational needs
Proposal Development & Business Support
Research and identify opportunities for rule of law and legal development projects
Draft, edit, and format proposals, concept notes, and responses to RFPs/RFQs
Collaborate with attorneys to gather technical input and translate it into clear, compelling narratives
Maintain a library of proposal materials, templates, and past submissions
Track deadlines and ensure timely submission of proposals
Qualifications
Bachelor’s degree required (pre‑law, public policy, international development, or related field preferred)
2+ years of experience in international development field
Demonstrated experience in proposal writing, grant writing, or business development
Strong writing, editing, and research skills
Exceptional organizational and multitasking abilities
Ability to work independently and manage competing priorities
Preferred Qualifications
Experience working in a law firm or international development organization
Familiarity with rule of law, international development, or government contracting
Experience with donor‑funded or government‑funded project proposals (e.g., USAID, DOJ, etc.)
