Responsibilities Charged with planning and organizing the system of grants management and compliance for the Regional Council. Expertise to apply the standards of the Office of Management and Budget uniform guidance with an emphasis on administrative requirements and cost principles and audit requirements is required. The ability to understand and interpret these guidelines and develop a sophisticated organizational finance strategy is crucial. The role involves preparing and presenting complex, detailed fiscal reports of a budgetary or financial nature to the Board of Delegates, governing bodies, and state and federal agencies; supervising the development and implementation of accounting systems and procedures; planning, organizing, and directing the work of subordinate employees in specialized areas such as accounting, payroll administration, statistical reporting, tax assessment and collection, and investments; fostering teamwork and maintaining harmonious working relationships within the Finance Department; and exercising sound professional and administrative judgment.
Qualifications
Extensive knowledge of the Office of Management and Budget Uniform Guidance, accounting, budgeting, and GAAP
Thorough understanding of general laws and administrative policies governing municipal financial practices and procedures
Knowledge of effective communication principles and practices, orally and in writing
Ability to prepare and present complex fiscal reports to the Board of Delegates, governing bodies, state and federal agencies
Ability to supervise the development and implementation of accounting systems and procedures, and to prepare and interpret financial reports
Skills in planning, organizing, and directing work of subordinate employees in accounting, payroll, statistical reporting, tax, and investments
Ability to foster teamwork and maintain harmonious relationships within the Finance Department, with department heads, Regional Council staff, member governments, governmental officials, and the public
Consistent exercise of sound professional and administrative judgment
Graduation from an accredited four‑year institution with a bachelor’s degree in accounting, business finance, public administration, or related field
Career‑level experience in finance administration, including significant supervisory experience of finance professionals
Current CPA candidate (Certified Public Accountant) and/or NC‑CLGFO designation preferred
Successful candidate must pass pre‑employment drug screening and organization’s background screening process; valid driver’s license required
