Housing Specialist
The City of Oxnard's Housing Department is seeking a Housing Specialist with strong administrative and customer service skills to be part of the Housing team.
What You’ll Do
Determine initial and continued eligibility for housing assistance programs based on financial information, household size, and applicable program guidelines.
Calculate housing assistance payments and family share for program participants and residents.
Maintain a caseload; ensure applications, recertifications, and supporting documentation are accurate and up to date; organize and prioritize caseload to ensure necessary actions are taken and processed within established timeframes.
Process Annual Recertifications and interim changes; review changes in income and household composition; send out appropriate requests for information; review third‑party verification; recalculate housing assistance payments and/or household rental obligation.
Complete verifications of employment, income calculations, identify allowances, and confirm expenses.
Schedule and conduct a briefing to explain housing programs; program requirements and guidelines; applicant, participant, and resident rights and responsibilities; and the Authority’s role.
Receive and process Notice to Vacate from participants/owners and eviction notices from owners; place payments on hold; notify the participant and owner of intended actions.
Initiate and conduct counseling for those participants/residents in violation of lease and/or voucher regulations.
Maintain accurate and organized case management files, including case notes, documentation, and electronic records; update information, research discrepancies, and perform data entry.
Review, interpret and apply local, state, and federal housing laws, policies and procedures.
Provide timely and professional communication to customers regarding program rules, payments, and tenancy issues, and resolve customer complaints.
Conduct home inspections.
Prepare and issue notices to residents.
Perform other duties as assigned.
Payroll/Classification Title Administrative Services Specialist
Work Schedule The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
Position Specific Responsibilities Might Include
Maintain spreadsheets.
Conduct background checks.
Determine program eligibility.
Schedule and conduct interviews with applicants.
Make referrals to case managers.
Respond to client questions and resolve complaints.
Perform inspections of housing units.
Make home visits.
Calculate and process financial transactions.
Education and Experience
High School Diploma or GED and three (3) years of related experience, including one (1) year of advanced fiscal/administrative support experience comparable to an Administrative Services Technician, Senior with the City of Oxnard in area of assignment; OR
Associate’s degree (or 60 units) in a related field, and one (1) year of advanced fiscal/administrative support experience comparable to an Administrative Services Technician, Senior with the City of Oxnard in area of assignment.
Other Requirements
Must be able to effectively communicate in English, both orally and in writing.
Bilingual in English and Spanish may be required for some positions.
