VIRSIG, LLC is seeking an experienced

On-Site Construction Project Superintendent / QCM / Safety Manager

to lead field execution for a design-build construction project at Marine Corps Base Quantico.

This is a

high-impact role , serving simultaneously as:

Project Superintendent / On-Site Manager

USACE-certified Quality Control Manager (QCM)

Site Safety and Health Officer (SSHO)

You will be the

sole on-site authority , responsible for managing all field operations, subcontractors, quality control, safety compliance, and schedule execution for a fast-paced,

180-day project

involving construction of an 18-unit Military Working Dog (MWD) Kennel Facility.

Job Details

Lead all on-site construction activities from mobilization through project closeout

Manage and coordinate multiple subcontractors across civil, utilities, concrete, electrical, and vertical construction scopes

Serve as the primary on-site liaison with the prime contractor, government representatives, and base personnel

Execute the USACE three-phase quality control system and maintain all required documentation

Enforce site safety in compliance with EM 385-1-1, including daily inspections and hazard analysis reviews

Monitor and maintain project schedule, ensuring milestone completion and protecting against delays

Identify risks proactively and implement mitigation strategies

Oversee subcontractor performance, certified payroll compliance, and reporting requirements

Coordinate inspections, government hold points, and material deliveries

Prepare and submit daily and monthly project reports

Required Qualifications

Minimum 8+ years of federal construction project experience

Minimum 5+ years as a lead on-site superintendent on federal projects

Minimum 3+ years working on active DoD installations

Demonstrated experience as both: Quality Control Manager (QCM)

on USACE projects

Site Safety and Health Officer (SSHO)

Strong knowledge of: USACE Quality Control processes

EM 385-1-1 safety requirements

Federal contracting and compliance (including Davis-Bacon)

Proven ability to manage multi-trade projects under tight schedules and liquidated damages risk

Required Certifications

USACE Construction Quality Management (CQM-C)

OSHA 30-Hour Construction

EM 385-1-1 SSHO Certification (40-hour)

First Aid / CPR / AED (current)

Excavation Competent Person

Confined Space Competent Person

Fall Protection Competent Person

Virginia Responsible Land Disturber (or equivalent)

Valid U.S. Driver’s License

U.S. Citizenship (required for base access)

Preferred Qualifications

Bachelor’s degree in Construction Management, Civil Engineering, or related field

PMP or CAPM certification

Prior experience at MCB Quantico or similar military installations

Experience with design-build projects involving both civil and vertical construction

Work Environment & Physical Requirements

100% on-site role on an active military installation

Outdoor and active construction environment with exposure to varying weather conditions

Requires standing, walking, climbing, and working in physically demanding conditions

Must be able to lift up to 50 lbs (occasionally more)

PPE required at all times
