Human Resources Specialist

The AvantGarde, LLC (AG) HR Specialist supports the AG client on site/remotely at the United States Capitol Police (USCP), Office of Human Resources (OHR) by providing senior-level technical federal HR expertise to the CHCO and branch leadership team in HR consulting in staffing, recruitment and placement. Essential duties and responsibilities include: Perform the full life cycle "cradle to grave" staffing functions for USCP. Develop comprehensive HR assessment tools. In some cases this includes building on existing tools and in other cases it involves developing new instruments/tools. Provides technical staffing support to the agency by advising and instructing agency management on staffing policies, processes and procedures. Develops and posts vacancy announcements to internal and external sources utilizing USA Staffing. Perform comprehensive eligibility and qualification determinations for applications received for USCP positions. Compile materials for internal panel review of candidates. Notify candidates of the status of their application and respond to their questions regarding the recruitment process. Coordinate personnel action requests for new hires, reassignments, career ladder promotions, etc. utilizing EmpowHR. Coordinate pre-employment activities for selected candidates. Close out case files for filled positions. Degree in HR or related field required. Must have technical Federal staffing experience with a minimum of 3-5 years of HR specialist "hands on" life cycle staffing experience. Prior experience working in federal HR Staffing at a GS-9 level or higher equivalent position is required. Prefer experience working in a Title II or excepted service agency with great flexibility to adjust to the "USCP way". Flexibility in learning new staffing methods and in the approach to the delivery of work (i.e. excepted service or title II agency helpful). Minimum of 1-2 years' experience using USA Staffing system with the ability to navigate in USA staffing independent of guidance. Experience must be recent. Exceptional organizational skills, with the ability to handle multiple priorities. Excellent writing skills with specific attention to detail. Excellent analytical and research skills. Excellent, demonstrated customer service skills. Other specifications include: Must be willing to work on site in Washington DC a minimum of 3 days a week and offsite 2 day a week. Must work 5 days per week on a pre-arranged and approved schedule within normal work hours (i.e., between the hours of 7 a.m. 6 p.m.). ADA specifications include: Operation of a PC in an office environment. This is a primarily sedentary position. Some bending, light lifting and carrying of equipment may be required
